- Statement of Work Requirement Clauses and DOL Info This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation S966-02198 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61. The 2012 NAICS code applicable to this acquisition is 562910. To be considered a small business under this NAICS, offerors must not exceed the 20.5M size standard. The USDA, ARS, National Centers for Animal Health has a requirement for a contractor to provide the following service for removal of asbestos from the #3 Boiler in the Utility Plant. The Statement of Work Requirement details for this procurement are provided below. Any resulting award from this solicitation will be a fixed price contract. Responsible offerors must be able to complete the required service by September 18, 2015. Contractors shall supply a Quote on their letterhead. Quoted price MUST INCLUDE all Materials, Labor, Equipment, Freight or Shipping, as well as any applicable Duties, Brokerage, or Custom's fees. It is anticipated that a fixed Price Contract will be awarded Excluding emergencies, normal scheduled inspections and service work will be performed during regular workdays, 8:00 AM - 4:00 PM, local time. To facilitate completion of the work that would not require an additional full day of activities, extension of time before and after normal working hours will be considered upon a 2-week advance written request of the Contractor. Access to the site is controlled by a security fence and visitor/contractor check-in/check-out system. All contractor/subcontractor employees shall sign-in and out at the site entrance gate and wear a contractor/visitor identification badge at all times while on the site. The ID badges will be turned in at the end of the work day. A current government-issued identification with a picture ID is required for entry. No pets will be allowed on-site. Award will be based on technical acceptability, evaluation of technical documentation provided and best value to government. Quotes shall be received no later than 1200 on July 22, 2015.
