Description

U.S Customs and Border Protection intends to issue a contract to Active Deployment Systems, Inc. (ADS) of Spicewood, TX for laundry attendant services as an open market item under a Federal Supply Schedule order. ADS is the incumbent supplier and has been providing shower and laundry trailers plus laundry attendant services since July 2014. The prior contracts were awarded using ADS' GSA Schedule Contract, GS-07F-0202Y. While GSA Schedule 54/361 50, Lease/Rental of Pre-Engineered/Prefabricated Buildings and Structures, includes services, ADS' Schedule contract does not. The supplies that are on GSA schedule are inextricably related to the associated services which are not on schedule. The supplies and services will be managed as one unit. The requirement for the services portion of the requirement will be approximately 3% of the total acquisition price and is eligible to be procured using simplified acquisition procedures under FAR 13.5. For the above stated reasons, the supplier of the major cost item, the equipment, is the only responsible source for the operation of the equipment. In accordance with FAR 13.106-1(b)(1) the circumstances of the contract action deem Active Deployment Systems, Inc. as the only responsible source to support this requirement.
