- Pre-Solicitation Notice PRE-SOLICITATION NOTICE: Reconstruction IDIQ The US Agency for International Development (USAID) Bureau for Management/Office of Acquisition and Assistance/Division for Economic Growth, Education, and Environment/Office of Energy and Infrastructure (M/OAA/E3/E&I) intends to issue a solicitation for a worldwide Reconstruction Indefinite Delivery Indefinite Quantity (IDIQ) contract. This is a new requirement. The North American Industry Classification System (NAICS) code contemplated for this action is 237990 - Other Heavy and Civil Engineering Construction. USAID intends to award one or more contracts following the release of the full solicitation, to include both small and large businesses. The services required under the Reconstruction IDIQ will include (but not be limited to): new construction, reconstruction, rehabilitation, and repairs of small- and large-scale infrastructure systems. Services will be required worldwide and may be located in post-disaster and post-conflict areas, which may also include unstable or insecure environments. Services required include Architect-Engineer and Construction services that will support the implementation of USAID infrastructure activities across all technical sectors worldwide. Activities supporting small- to large-scale infrastructure may include: (1) Transportation; (2) Agricultural infrastructure; (3) Vertical structures; (4) Water and sanitation; (5) Water resources; (6) Energy and power; (7) Marine infrastructure; (8) Telecommunications. These services will require both small and large businesses to provide Program Management services, Design-Build services, and Construction-Only services worldwide. This IDIQ will not be used to procure stand-alone Architect-Engineer services. For additional information on previous USAID infrastructure projects please review the Development Experience Clearinghouse ( https://dec.usaid.gov/ ) and the USAID Construction Assessment that was completed in 2014 ( http://pdf.usaid.gov/pdf_docs/pbaab700.pdf ). The Reconstruction IDIQ will have a shared overall ceiling of approximately $1.6 billion over a five-year ordering period. USAID intends to issue a Request for Proposals (RFP) following this pre-solicitation notice. Offerors are advised that this pre-solicitation notice is NOT a RFP, and it in no way obligates USAID to issue a RFP or to award a contract. The information contained in this pre-solicitation notice is released to the public for informational purposes only and is subject to change. USAID encourages the participation of small businesses as designated in FAR 19. USAID encourages interested parties to register for updates on this activity via www.fbo.gov.
