Services List NOTICE: THIS IS A REQUEST FOR INFORMATION ONLY. The information provided in response to this notice will assist the Government in determining the extent of business capable of performing the type of work described herein. The intent of the announcement is to identify all sources that are qualified of furnishing The National Marine Fisheries Service, Pacific Islands Fisheries Science Center, Protected Species Division, Turtle Research Program, Honolulu, HI, with the following requirements: SERVICES REQUIRED: Contractor will act as the primary veterinarian responsible for the diagnosis of disease and injury as well as prognosis of survivorship of live sea turtles that strand in Hawaii. Contractor will assist with treatment, surgery, and rehabilitation of stranded turtles for cases with high probability of survivorship and deemed appropriate by NOAA TRP staff and in consultation with the contractor. Work will be conducted primarily on Oahu but may also occasionally be required for the islands of Kauai, Maui, Molokai, Lanai, and Hawaii and specifically involve the following activities: Provide written clinical assessments of stranded sea turtles and provide humane euthanasia of sea turtles deemed to have a poor prognosis for survival. Routine physical examinations of sea turtles, including, when needed, blood and serum chemistry profiles and stool screening to identify any parasites. Examinations of sick turtles, perform diagnostic tests as indicated, prescribe and/or perform appropriate treatments and perform follow up examinations/tests. Response time (phone communication) must be within 1-2 hours on day of notification of problem unless otherwise agreed in a specific situation. Provide access and space in a veterinary hospital for the clinical examination and treatment of sea turtles with specialized veterinary equipment (such as facilities/equipment necessary to perform x-rays and surgical procedures). Provide recommendations and written input associated with various projects designed to assess the health and recovery of stranded sea turtles. Travel to perform contract responsibilities as listed above. On one week notice, must be available to travel to the neighbor islands as a need may arise to observe turtles and perform any of the above actions. Monthly contractual service will include on-call status and telephone consultation. Make arrangements for coverage during periods of absence. Provide the routine veterinary services as listed in attachment. Period of performance is from September 3, 2015 through September 2, 2016. The North American Industry Classification Code (NAICS) is 541940. All contractors doing business with the Government are required to have a valid Dun & Bradstreet Number (DUNS) and be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. All interested parties must respond to this announcement by July 16, 2015. Documentation to support the contractor's capability to perform these services must be submitted in writing and include the point of contact and phone number, and a description of services performed under previous contracts for the same services (within the past 3 years), DUNS Number, business type and size, and a brief narrative regarding its capability to provide the services as described above. Any response that does not include this information will not be considered. The Government will review each response to determine if the contractor has the experience, knowledge, and capability to perform the services as specified above.
