- Description
- The Army Contracting Command - Aberdeen Proving Ground, Belvoir Division is conducting market research in order to identify providers of alternator rewind/remanufacturing services. Specifically, the Government is looking to identify potential vendors that can clean, service, and rewind Caterpillar SR4B Alternators (or similar sized alternators) using a process the same as the EnduraSeal Vacuum Pressure Impregnation (VPI) Coating Process. This effort would be in support of the MEP-PU-810A/B Deployable Power Generation and Distribution System (DPGDS) Prime Power Unit (PPU) Recapitalization effort. The following is a description of what the Government is looking for a vendor to provide: a process such as the EnduraSeal VPI process to be performed will include, but is not limited to: disassemble, clean and inspect all parts, perform mechanical inspection, measure Total Indicated Runout (TIR) on shaft and rotor, micrometer check all mechanical fits, electrical inspection, and test exciter and diode assembly. If diodes are replaced, Micro Semi Corporation (MSC) diodes will be used as replacements (MSC D2241 P0647). Also the vendor shall conduct a core loss test, stator core pre burn with Infrared (IR) scan, burn out stator windings, strip stator, bead blast stator, and core loss stator core test with IR scan, manufacture EnduraSeal coils, install and surge test coils, and connect stator. Additionally, a VPI and overcoat of the stator, perform underwater Alternating Current (AC) High-Potential test IAW IEEE Standard 429 (IEEE Recommended Practice for Thermal Evaluation of Sealed Insulation Systems for AC Electric Machinery Employing Form-Wound Pre-insulated Stator Coils for Machines Rated 6900 V and Below), burn and strip rotor, bead blast rotor, and rewind rotor connect of all coils will be performed. The contractor will also dynamically balance rotor, prepare all parts for assembly, install new 100 OHM platinum windings resistance temperature detectors (RTDS), install new terminal board, install new bearing, assemble generators, paint and install new stickers. These refurbished alternators shall be covered by a five (5) year warranty. Interested vendors should also discuss in their responses their source of the epoxy resin used in their process. The responses received to this Request for Information (RFI) is for information purposes only and does not mandate or impose requirements. This notice is not a request for proposal and the Government does not intend to pay for information submitted. No contract award will be made on the basis of responses received; however, the information will be considered in the Government's acquisition planning. If a formal solicitation is generated at a later date, a solicitation notice will be published. It is desirable that data be received with unlimited rights to the Government. However, the Government recognizes that proprietary data may be included with the information provided. If so, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum. Contractors shall provide all information being requested in this notice no later than close of business on 22 July 2015 by electronic mail at no cost to the Government, to Andrea Phillips, andrea.s.phillips10.civ@mail.mil.
