Description
The U.S. Army Corps of Engineers, New York District intends to issue a solicitation package for the repairs and renovations of the existing Auto Hobby Shop, Bldg 2415 located on McGuire AFB. This will be a competitive, Invitation for Bids, sealed bid opening. The scope includes the reconfiguration of a high bay addition to receive and provide in-floor lift to service motored recreational vehicles. Provide raised roof in all low bays to accommodate vehicle lifts. Remove paint booth & restore to a service bay. Provide flammable storage area. Provide floor mounted lifts in the self help maintenance area. Renovate latrines. Replace bay lighting with energy efficient lighting. Provide natural gas fueled infrared heaters in auto repair bays. Provide new exhaust system. Provide energy efficient windows. Upgrade electrical & heating, provide climate control to waiting area, manager's office & multipurpose room. Enclose Building 2416 to provide covered storage (was POV car wash). Provide fire detection & reporting system. Provide a fire suppression system. Provide hazmat abatement as required. Additional work may also include providing brick veneer to the CMU exterior walls of Bldg 2415; replacing all existing windows & personnel doors; providing a chain link fence system; repaving & restriping the entire parking lot inside the new auto hobby shop footprint. This solicitation is subject to FAR Part 14 sealed bidding procedures. All bids must be received on time to be considered. The IFB will be evaluated based on price with award being made to the lowest responsible bidder. The period of performance for this project is 365 calendar days from the Notice to Proceed date. The specifications will be posted electronically via the Federal Business Opportunity website at www.fbo.gov. The applicable North American Industry Classification System (NAICS) code is 236220 for Commercial & Institutional Building Construction. The small business size standard for this code is $36,500,000. The magnitude of this construction is estimated to cost between $1,000,000.00 and $5,000,000.00. This project will be competed as a 100% Small Business set-aside. It is anticipated that the plans and specifications will be posted electronically on or about 20 July 2015 via the Federal Business Opportunity website at www.fbo.gov, with a bid opening approximately 30 days later. Any and all amendments shall be likewise posted. Hard copies will not be available. It is the contractor's responsibility to monitor the FedBizOps web-site for any amendments. Bids will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 1843, 26 Federal Plaza, New York, NY 10278. All questions must be submitted in writing via email, fax, or mail to the POC. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Paper copies of this solicitation and amendments, if any, will not be available or issued. In accordance with DFARS 252.204-7007, all vendors who want access to the solicitation must be registered with System for Award Management (SAM), located at https://www.sam.gov/portal/public/SAM/ and Federal Business Opportunity (FedBizOpps), located at http://www.fbo.gov, in order to safeguard acquisition-related information for all Federal Agencies. The Office of the Under Secretary of Defense (Acquisition Technology & Logistics (OUSD {AT&L}) A Guide to Collection & Use of Past Performance Information dated 2003 requires the collection and use of past performance information (PPI) in acquiring best-value goods and services. The Federal Acquisition Regulation (FAR) requires that Past Performance Information (PPI) be collected on DoD contracts. The Contractor Performance Assessment Reporting System (CPARS) is a web-enabled application the supports the completion, distribution and retrieval of all contract performance evaluations.
