- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the US Army Research Institute of Environmental Medicine (USARIEM) to procure Biochemical Assay Kits (Osteoprotegerin (OPG), Osteocalcin, and Soluble RANK Ligand (sRANKL)) without competition as prescribed in FAR 6.302-1. Specifically, the government will purchase the biochemical Asay Kits manufactured by Alpco Inc., 26-G Keewaydin Drive, Salem NH 03079. The Military Performance Division (MPD) and Military Nutrition Division (MND) at USARIEM will be conducting a field study assessing the efficacy of a daily calcium and vitamin D supplement to improve bone responses to Marine Corps Recruit Training in Marine recruits at Parris Island. We will be assessing bone turnover markers / osteokines in blood samples obtained from recruit volunteers before and after their training (protocol 15-21H). We have previously purchased osteoprotegerin (OPG), soluble rank ligand (sRANKL), and osteocalcin (OCN) kits from Alpco to assess these bone markers during three ongoing studies in the lab and field environments (13-10H, 13-28H, 15-07HC). We will need to purchase the same brand of kits for the current study to keep methodology consistent since data obtained from kits purchased from different companies will vary. Failure to use the same kits will result in the inability to compare across studies. In addition, using different kits will result in more personnel time spent validating the methods, conducting test-restest reliability and reproducibility. This will result in additional costs of personnel time and money to purchase more kits to allow for this testing. The North American Industry Classification System (NAICS) for this requirement is 325413 and FSC 6550. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only. All questions and responses concerning this notice shall be emailed to James Cheng at james.cheng1.civ@mail.mil. Interested concerns must identify their capability in writing to the above email address listed above no later than 3:00 PM ET, 23 July 2015.
