Description
The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure Peculiar Support Equipment (PSE) required to support MQ-8B Fire Scout Unmanned Aircraft System (UAS) in accordance with Government-owned technical drawings. The Government anticipates the award of a three (3) year fixed-price Indefinite Delivery / Indefinite Quantity (ID/IQ)-type contract for the part numbers displayed in the list below, with the minimum quantity for each part number being procured for the Base Year with the first Delivery Order. T his acquisition is a 100% Small Business Set-Aside. This procurement will include technical data requirements. The Government intends to evaluate each proposal and award a contract without discussions to the responsible Offeror whose offer, conforming to the solicitation, provides the lowest price to the Government. Therefore, Offerors are cautioned that their initial offer should contain the Offeror's best terms from a technical, past performance, and price standpoint. However, the Government reserves the right to conduct discussions and request proposal revisions if the Contracting Officer later determines them to be necessary. Contract award will be contingent on evaluation of written proposals. Award will be made on a "Lowest Price, Technically-Acceptable" basis. Proposals received will be evaluated under the factors of Technical, Past Performance and Price. The selected small business vendor shall provide materials and services as required to manufacture, assemble, and deliver the following PSE end items: Part Number Nomenclature Base Year Min. The Request for Proposal (RFP) will be posted on the FedBizOpps webpage on or about 22 July 2015 and will be open to all Small Businesses who express an interest and possess an approved DD2345 Militarily Critical Technical Data Agreement, as the drawings are export-controlled. The MQ-8B PSE end items will be procured using an RFP, which includes the Statement of Work (SOW), technical drawings and Contract Data Requirements List (CDRL) for data item deliverables. This procurement contains TECHNICAL DATA WHOSE EXPORT IS RESTRICTED BY THE ARMS EXPORT CONTROL ACT (TITLE 22, U.S.C. SEC 2751 ET SEQ.) OR EXECUTIVE ORDER 12470 and is subject to the Export Control Laws. In order to obtain the export-controlled drawings after release of the solicitation, contractors shall provide an approved copy of DD Form 2345, Militarily Critical Technical Data Agreement, to William Waterhouse at william.waterhouse@navy.mil. For DD Form 2345 information, visit the DLIS website at http://www.dlis.dla.mil/jcp The applicable requirements documents will not be made available until after release of the solicitation. Hard copies of the solicitation and amendments will NOT be mailed to the Offerors. It is mandatory for Offerors to register with the System for Award Management (SAM) in order to conduct business with the US Government. To be considered for award, Offerors must have an "Active" status in SAM.
