- Solicitation Number: F1AF1S5182A001 NOTICE OF INTENT TO AWARD BRAND NAME : Air Force District of Washington Contracting Directorate (AFDW/PK) intends to issue a brand name, firm-fixed price call order for the Secretary of the Air Force/Chief Information Officer Resources Branch (SAF/CIO A6) on the Department of Defense Enterprise Software Initiative (DoD ESI) mandatory sourcing vehicle. The authority for the brand name justification and other than full and open competition procedures will be FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The applicable NAICS code for this acquisition is 423430. SAF/CIO A6 has the system and database in place and only requires maintenance and updates to the software for continued performance. The software maintenance and updates that AFDW/PK will be procuring is for Oracle Primavera Portfolio Management (OPPM). Persons may identify their interest and capability to respond to the requirement. Oracle Primavera Portfolio Management (OPPM) provides SAF/CIO A6 the ability provides the Air Force CIO the portfolio management capabilities to realize the Air Force's competitive advantages in IT to outperform adversaries via development of more advanced systems. This will maximize the IT investments and also establish additional investments in modernization and innovation, and align IT spending to core functions that ultimately will enhance the Air Force's core missions. Continued use of the licensed software will also provide advanced portfolio management capabilities that will allow for continues use of the portfolio management legacy functionality without interruption of service. It is the only solution capable of satisfying the Government's requirements for this acquisition. Research has confirmed that only Oracle resellers hold can provide this service. Furthermore, only listed distributors can provide maintenance renewals for the Oracle Software. Selecting another software system would require a complete rebuild of the database and software and required associated user training. This would significantly affect current mission operations and result in significant cost increases. The Government desires the following items: Primavera Capital Planning and Investment Control (CPIC) Budgeting User Productivity Kit Professional (UPK Application User) User Productivity Kit Professional (UPK Developer) Oracle User Productivity Kit Professional for Primavera Portfolio Management (Module) Business Intelligence Suite Enterprise Edition Plus for Oracle Applications This notice of intent is not a request for competitive quotations or proposals. However, the Government will consider all responses received by 22 July 2015 at 1300 Eastern Standard Time. The Government will not be responsible for any cost incurred in preparation of quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a subsequent competitive procurement.
