- The Bureau of Labor Statistics (BLS) intends to negotiate solely with R.S. Means for providing updates to school building models developed in the Uniformat cost estimate style under the authority of the Federal Acquisition Regulation (FAR) 13.106(b) Soliciting from a single source. R.S. Means is uniquely qualified to provide updates to the building models developed in the Uniformat cost estimate style, which is required for BLS to update the school building models. BLS intends to establish a base year plus four option year firm-fixed-price purchase order for R.S. Mean's updates to school building models developed in the Uniformate cost estimate style. BLS has not identified a viable alternative to R.S. Means for providing the necessary data at the best value. Written responses to this notice shall contain sufficient documentation to establish a bona-fide capability to fulfill this requirement. Submissions shall not exceed 5MB. This is not a request for quotation. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. The Government will not notify respondents of the results of the information received. All submissions in response to this notice must be submitted in writing via email to Kristin Dell at dell.kristin@bls.gov no later than11:00 am, July 22, 2015. Telephone calls regarding this matter will neither be accepted nor returned.
