- This modification to a pre-solicitation amendment provides answers to questions posed by interested potential offerors. Please see below. Question 1: I am a Service-Disabled Veteran Owner Small Business; however we have not finished our VA certification. Will we be able to respond to this RFP as SDVOSB? Answer 1: Vendors responding to this solicitation must have a status of "verified" in the Center for Veterans Enterprise VetBiz database as of the closing date of the solicitation. Question 2: In reference to the subject solicitation that is currently slated to be a Total Small-Business Set-Aside to Service Disabled Veteran Owned Small Business (SDVOSB), in order to gain access to a greater pool of qualified bidders, would you consider opening it up to include Veteran Owned Small Business (VOSB) as well? Answer 2: Market research indicates that there is adequate competition among SDVOSBs. Question 3: Can you share which office in VA is issuing this acquisition? Answer 3: The requiring office for this effort is Veterans Health Administration (VHA) Mental Health Services (MHS) Informatics Web Services. Question 4: Are you open to the responders providing alternatives to Web-based training (WBT) - such as digital engagement, etc.? Answer 4: The requirement is for web based training only. Question 5: Does this work include outreach to providers - such as community health centers (CHCs)? Answer 5: No, the requirement is for training of veterans, active duty service members, and their families. Question 6: After reading the above-mentioned notice I believe that some of the Web-based self-management courses from our company could be of great value as a cost-efficient adjunct for clinicians to use in treating veterans deal with issues related to alcohol abuse, stress, tobacco addiction, eating issues and more. Are these the type of issue you're looking to deal with, or is it more to do with mental illness? Answer 6: The focus areas for training will be identified at the task order level.
