- This modification revises the links provided in the original RFI: WFIRST Industry Engagement Request for Information (RFI) The WFIRST Study Team and Science Definition Team have completed an extensive report on the WFIRST mission concept, titled WFIRST-AFTA 2015 Report, and accessed at http://wfirst.gsfc.nasa.gov/science/sdt_public/WFIRST-AFTA_SDT_Report_150310_Final.p df This report details the science case for WFIRST derived from the Decadal report New Worlds, New Horizons (NWNH), and documents a design reference that was part of an exhaustive effort to develop a mission concept that enables this NWNH WFIRST science. This report is the most recent in a series of IR survey mission design reports that can be found on the WFIRST website at http://wfirst.gsfc.nasa.gov/ In addition to the Decadal science defined in NWNH, this latest design configuration enables two unique science capabilities not envisioned in the Decadal report. These are high contrast exoplanet imaging and characterization with a coronagraphic instrument, and enhanced Guest Investigator / Guest Observer investigations due to the finer spatial sampling and improved sensitivity of the Wide-Field Instrument enabled by the 2.4m aperture telescope. Prior to proceeding into formulation, the WFIRST Study Team is engaging industry to assess the potential for collaboration on WFIRST. The process begins with this RFI which will inform future Requests for Proposal (RFPs) for studies on parts of the WFIRST observatory. The purpose of this RFI is to invite companies to communicate to NASA their view of elements of the flight segment that could be developed in a cost effective manner by leveraging their expertise and capabilities. Inputs are requested for complete elements (i.e., spacecraft, coronagraph instrument, wide-field instrument) and/or subsystems (e.g., thermal, structure, telemetry, attitude control, etc.) for WFIRST that clearly relate to the designs provided in the above-referenced reports. This RFI is for information and planning purposes and to allow industry the opportunity to identify capability and to promote competition. While an outcome may be for the WFIRST Study Office to team with industrial partner(s) through future competitive solicitations, this RFI does not serve as a binding commitment to do so. This is not a Request for Proposal, nor a Request for Quotation, nor an Invitation to Bid. Therefore, this RFI is not to be construed as a commitment by the Government to enter into a contract nor will the Government pay for information provided in response to this RFI. NASAs current plan is to issue an RFP for studies connected with the elements listed above after reviewing and considering the responses to this RFI. Each industry respondent should describe the hardware that could be developed; any development and/or flight experience with similar efforts; and the capabilities and facilities that uniquely position that company to produce that hardware, including the identification of significant parts of such hardware that would require subcontracts. This capability statement should indicate the ability to be the Prime Contractor or Subcontractor to perform all aspects of the identified effort. The respondent should not provide only general brochures or generic information, but rather should demonstrate applicability to WFIRST. Responses must include the following: name and address of firm; size of business; whether the business is large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; affiliate information (parent company, joint venture partners, potential teaming partners); and a summary of past relevant experience with the requirements mentioned above. In addition, it is recognized that WFIRST is still in the pre-formulation phase and opportunities for optimization lie ahead. RFI responders are invited to provide ideas they might have on architectural improvements to the WFIRST mission to reduce cost and risk while improving performance. NOTE: There is a pending ROSES solicitation for WFIRST science investigation teams (ROSES-2015 Appendix D.11, WFIRST Science Investigation Teams and Adjutant Scientists). Please note the probable conflict of interest that would result from participation both in WFIRST science investigation teams and in the activities described in this RFI and any subsequent RFP. Respondents are advised to avoid any such conflicts of interest. Complete responses shall be limited to 5 pages using 12 point font, including figures. Any material beyond the 5-page limit will not be accepted. Interested parties may submit separate responses for more than one element (coronagraph, wide-field, spacecraft) and subsystems.
