- Attachment 3 L3 L2 L-1 Exhibit B Exhibit A Attachment 2 Attachment 1 Solicitation Pages 2 through 109 Solicitation Page 1 Strategic Systems Programs (SSP) intends to issue a competitive solicitation for a base year and four option years (through FY20) for Engineering, Planning, Analytical, Administrative and Technical Support Services for Nuclear Weapons Security (NWS) Research and Development, NWS Program Technical Support, Security and Facility Technical Support, PMO SWS/NWS Support, Navy Nuclear Deterrence Mission Support. The solicitation will be 100% Total Small Business Set Aside. The scope will include the following tasks: Perform studies and analysis of the NWS Shore and Transit Protection Systems' (TPS). Evaluate and recommend technologies for development and application to the NWS Shore/TPS mission requirements and ensure a smooth transition into the system architecture. Support management functions for RDT&E projects from the proposal phase through project execution phase. Assist in the management of up to ten (10) RDT&E projects with respect to project cost, schedule and performance. Provide systems engineering and technical assessment of the weapons systems, subsystems and components associated with the Nuclear Surety Program. Support SSP in developing program structure, coordinating and assessing requirements trades leading to the establishment of program goals, ensuring coordination with and responsiveness to emerging requirements, and contributing to and coordinating efforts to apply SSP's Nuclear Weapons Surety disciplines. Provide systems engineering, technical assessment, and Fleet Liaison in support of the Nuclear Weapons Security Program Transit Protection System. Assist and support in the development of Concept of Operations (CONOPS) and other NWS documents in direct support of the Fleet. Provide expertise in the area of C4I across the Shore and TPS programs in accordance with the C4I Interface Requirements Specification (IRS) OD66669. Provide coordination efforts with the United Kingdom (UK) submarine force to ensure that the communications systems will support the High Value Unit (HVU) escort requirements of TPS and meet U.S. obligations of the Polaris Sales Agreement (PSA). Provide program and project management planning and assessment in support of the NWS Program. Security and Facilities Program, and Technical Management Support for SP16, to include: Security Operations and Integration Support (such as in the development of SPHQ security policies, standards/processes and effectively integrate with the SSP Nuclear Weapons Security teams to leverage common technologies and initiatives.); Facilities Program Management Technical and Sustainment Support (such as in the investigation, analysis and resolution of all facility sustainment projects and future facility related initiatives); Administrative and Mail Room Support (such as assisting in developing requirements (acquisition documentation preparation, SOW development/coordination and CDRL definition). Provide services to the Program Management Office, Shipboard Systems Program (PMOSPS), to include: Technical Support (such as reports, surveys, assessments and technical analysis); Program Management Support. (such as facilitation and integration of PMOSPS core organizational processes); System Engineering and Integration Support (such as assisting in managing interfaces between various stakeholders and working groups/teams for integration of the PMOSPS capabilities); Fleet Documentation (such as technical editing support); Program Analyst Support (such as facilitating program integration and maximization of efficiencies); Quick Reaction Support (such as developing briefings). Navy Nuclear Deterrence Mission (NNDM) Support, to include support of SP00R Policy Formulation, via the following activities: Assisting in the creation of the NNDM Regulator implementation instructions; Generating leadership briefing materials; providing recommendations to SP00R Staff on recommended position descriptions; assisting in the management of recurring meetings, and providing support for SP00R meetings. The resulting contract will also include a provision which gives the Government the option to increase the level of effort up to thirty percent (30%) over the level of effort provided for in the contract. Performance is scheduled to begin on/about 01 April 2016 and continue for one year, with four one-year option periods. Offerors shall possess a facility clearance of TOP SECRET at the time of proposal submission. The solicitation (N00030-16-R-0020) will be posted on FedBizOps on or about 7 July 2015. Hard copies of the solicitation will not be mailed.
