THIS IS A SOURCES SOUGHT NOTICE ONLY. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Nor is it a synopsis proceeding the issuance of a solicitation. The purpose of this notice it to determine the availability of qualified companies technically capable of meeting the Government ¿s requirement and to help determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. It is recommended that interested parties monitor the Federal Business Opportunities website (http://www.fedbizopps.gov) and FedConnect for any information that may pertain to this Sources Sought Notice. The information provided in this Sources Sought is subject to change and is not binding on the Government. SOURCES SOUGHT NOTICE 1. Solicitation Number: SOL-R9-15-00012 2. Title: Removal Action at Quivira Mine Site on the Navajo Nation 3. Product Service Code: Z2KE- Repair or Alteration of Surface mine reclamation facilities 4. NAICS Code: 562910- Remediation Services 5. Description: Background: The Site consists of the Quivira CR-1 Mine, the Quivira CR-1E Mine and three vent holes for the subsurface workings at the mines. The Quivira mines are abandoned uranium mines on the Navajo Reservation. The mine themselves are fenced and awaiting a final response action. Three vent holes located near the mines are accessible by the community and have levels of Radium-226 in the soil that was deposited by air venting from the subsurface mine workings. The area of contamination at each vent hole is approximately one-half acre and approximately 6 ¿ to 18 ¿ deep. The typical concentration of Radium-226 is in the range of 4-10 pCi/g. There is one small waste pile with a maximum detection of 360 pCi/g. The Site is located between Thoreau, NM and Gallup, NM on the Navajo reservation. Coordinates are Lat: 35 ° 39 ¿ 53.92 ¿ N, Long: 108 ° 30 ¿ 14.20 ¿ W Purpose and objectives: This Scope of Work is for excavation and earthwork activities. Technical support, including health physicist support, will be provided by a separate contract. The scope of work may include the following items: Removal Action: 1)Excavate approximately 6000 cy of radium contaminated soil around three vent holes: a)Excavations will proceed in approximately 6 ¿ to 12 ¿ lifts until the Technical Support contractor verifies that the action levels have been achieved; b)Transport excavated material approximately one mile and store under coconut mat or similar on top of the main waste pile at the Quivira CR-1 Mine; c)Place and compact material with a no greater than 3:1 side slope; d)Locate a water source and provide appropriate dust control during excavations, transport and placement of soil; e)Backfill and grade as necessary to maintain pre-existing drainage conditions and prevent ponding. Fill does not exist on-site and EPA estimates that approximately 500 cy of imported fill will be required. f)Revegetate excavated areas with native seed mix specified by EPA; 2)Perform erosion control work on and around the main waste pile: a) Install water diversion and a culvert under the Red Water Pond Road; b)Clean out a sedimentation basin with approximately 10 cubic yards of material and place material with waste from vent hole excavations on top of the main waste pile at Quivira; c)Install an outflow culvert from the sedimentation basin; d)Tamp down erosional rills and replace straw wattles on approximately 5 acres of side slopes on the main mine waste pile as appropriate; 3)Repair/replace approximately 300 feet of fencing and a gate at the Quivira CR-1E Mine; 4)Grade approximately one mile of dirt roads as necessary for access and at completion of job. Apply gravel where necessary to prevent washouts. Anticipated period of performance: 60 days after issuance of Notice to Proceed. Any contractor awarded a resulting contract will be required to comply with OSHA 1910.120(e)(3)(ii) for working on a site with known and characterized hazardous substances. A minimum of 24 hour HAZWOPER training for all contractors working on site is required, and must be able to provide current certifications. 6. Description of information requested: The offeror shall furnish sufficient technical information necessary for the Government to conclusively determine that the offered services and components meet the technical requirements identified above, as well as the OSHA requirements for employees working on sites with known and characterized hazardous substances. A cover page and an executive summary may be included but is not required. All interested parties may respond. At a minimum, responses shall include the following: a. Business name, DUNS number, business address, business website (if applicable), size and type of business (e.g., 8(a), HubZone, Woman Owned Small Business etc.) pursuant to the applicable NAICS code, point of contact name, mailing address (if different from business address), phone number and email address; b. Sufficient descriptive literature that unequivocally demonstrates that offered services can meet the above requirements. c. Past performance information in which the offeror has provided same or substantially similar services. For each past performance reference include the date of performance, description, dollar value, client name, client point of contact name, client point of contact phone number. Please provide, no more than three (3) examples, and work performed within that last three (3) years. d. Provide information if any of these specifications are too restrictive. e. If you are a large business, identify the subcontracting opportunities that would exist for local small business concerns; f. Any other information that may be helpful in developing or finalizing the acquisition requirements. g. State whether or not your firm has had experience working on the Navajo Nation and if so, to what extent. h. State whether or not your employees have or will have the above stated OSHA requirements. i. Though this is not a request for quote, informational pricing is encouraged. The government is not responsible for locating or securing any information, not identified in the response. The Government encourages any comments and/or suggestions from any interested party, regarding the scope of work for this requirement. While the Government will not respond directly to your comments and/or suggestions; we will consider them as we finalize the specifications in preparation for any upcoming solicitation. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone, and e-mail addresses. 7. SITE VISIT: A SITE VISIT WILL BE HELD ON: DATE: July 16, 2015 TIME: 10:00 AM LOCATION: Meet at the main gate to the Quivira Mine Site, located on Red Water Pond Road about 1 mile north of Route 566. Google Maps shows it as Red Water Pond Road, Church Rock, New Mexico. The site is about 20 miles northeast of Gallup, NM and the geographic coordinates of the Site are 35.6654 ° North latitude, and 108.5009 ° West longitude. Interested parties must be registered in FedConnect (https://www.fedconnect.net/) and are highly encouraged to register in the System for Award Management (SAM) (https://www.sam.gov/). All responses to this notice must be submitted electronically to the Contracting Officer via FedConnect. Facsimile responses are NOT accepted. The response can be submitted to the, Contracting Officer, Autumn Roe, at e-mail address roe.autumn@epa.gov, only if technical difficulties are experienced with FedConnect. The response must be received on or before July 29, 2015, 3:30 pm, Pacific Time. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
