THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. ***INDUSTRY DAY*** The Program Executive Officer, Unmanned Aviation and Strike Weapons (PEO (U&W)) and PMA-266, Navy and Marine Corps Multi-Mission Tactical Unmanned Air Systems Program Office are surveying industry for current Airborne Radar/Antenna capabilities that can serve to meet MQ-8C Fire Scout (MQ-8C) RADAR capability requirements. The MQ-8C is an unmanned U.S. Navy vertical lift aerial platform made from a modified commercial Bell 407. The information obtained through this effort will be used to further assist in the formulation of requirements, and acquisition approaches/plans for future investment. The MQ-8C can operate from all air capable ships as well as confined area land base and is designed for modular mission payloads, autonomous vertical launch and recovery, autonomous waypoint navigation, and command override capability. The Navy's desire is to produce and integrate MQ-8C Radar/Antenna capability enhancements for implementation in the 2019 timeframe - concurrent with other planned improvements. NAVAIR will host an Industry Day for the Radar Effort on 29 July 2015. The Industry Day will be conducted at the Southern Maryland Higher Education Center, Center Hall, 44219 Airport Road, California, MD 20619. Check-In for attendees will occur between 0800 and 0830. Industry Day will begin at 0830 and briefings will continue through 1130. Lunch will occur from 1130 to 1300 and will not be provided as part of Industry Day. One-on-one meetings for potential contractors will be scheduled from 1300 to 1700. This Industry Day will provide an opportunity for Navy leadership to brief industry on highlights of the RADAR capability requirements and tasks, as well as, review proposal preparation procedures and the source selection process. A question and answer session will be conducted after the briefings. One-on-one meetings for potential contractors will be individually scheduled during the one-on-one timeframe. Only those registered participants who attend Industry Day and intend to provide a RADAR for the MQ-8C may be considered eligible to also participate in one-on-one meetings. The Government reserves the right to extend the one-on-one timeframe to allow for additional meetings. Pre-registration for the Radar Industry Day is required. Attendance at Industry Day is limited to a maximum of 5 individuals per organization and/or each business sector of an organization. To register for Industry Day, and to separately request a one-on-one meeting complete the attached registration form and email Mr. Raymond Cannon at Raymond.C.Cannon@navy.mil. Responses shall include: 1. Organization name, address, and CAGE Code; 2. Primary Organization Point of Contact (POC) name, email and phone number; 3. List of Organization Attendee's to include full name, email, and phone number; 4. Indicate organizational request for one-on-one meeting participation. Registrations by telephone will not be accepted. Security clearances are not required and all discussions will be unclassified. The deadline for submitting registration requests is 22 July 2015. All registered participants may submit proposed questions in advance of Industry Day. Any proposed questions are to be submitted to Mr. Raymond Cannon at Raymond.C.Cannon@navy.mil no later than 22 July 2015. Pre-printed questions in advance of industry day are requested. The Government will either address the questions at Industry Day itself or provide answers after the event. Government Contractor Support Service (CSS) personnel may be in attendance at Industry Day to provide administrative support. CSS companies include: Ausley Associates Inc, Wyle Aerospace Group, and Camber Corporation. The Government will NOT assume liability for costs incurred by an Industry Day participant for travel expenses, presentations, marketing efforts or data offered for examination. THIS IS NOT A REQUEST FOR PROPOSAL. This announcement is not to be construed as a commitment by the Government, nor will the Government pay for any information solicited or provided. This is not a commitment by the Government to issue an RFP, pay for any proposal or proposal preparation costs, or award a contract. This is an UNCLASSIFIED meeting. All information discussed must be unclassified. All information provided by or discussed by attendees must not be Contractor Proprietary or Business Sensitive Information. Any information or ideas shared during this industry day will be used to develop Radar technical and/or acquisition documents. While Industry Day will be conducted at the UNCLASSIFIED level, organizations must have a SECRET facility clearance and safeguarding capability (Form DD-254 required) in order to receive classified information in the future.
