- Description of Work: The Philadelphia seeks to award a single Firm-Fixed Price resulting from an unrestricted sealed bid acquisition in accordance with FAR Part 14. Award will be as a whole to one bidder without discussion to the responsible bidder whose bid, conforming to the invitation for bids, that will be the most advantageous to the Government, considering only price and the price-related factors included in the invitation. The solicitation and subsequent contract will include FAR 52.236-3 Site Investigation and Conditions Affecting the Work, therefore potential bidders are urged and expected to inspect the site where the work will be performed and bidders are encouraged to participate in the one escorted a site visit that the Government will host. All interested bidders are expected to contact Tim Kelly at (215) 656-6878 within five days after the solicitation has been posted, to coordinate participation in the site visit. The work will consist of removing the existing 5th Street bridge and area features at Delaware City, DE, and constructing of a new bridge and incidental related work, as indicated in the invitation/solicitation. The bridge carries two lanes of traffic and pedestrians across the Delaware City Branch Channel of the Chesapeake & Delaware Canal via 5th Street/Route 9. The existing bridge is a two-girder steel bascule bridge founded on concrete abutments atop timber piles. The new bridge will be a single-span, simply-supported structure spanning approximately 150 feet. The stub abutments will consist of concrete pier caps atop steel piles. The superstructure will consist of six-steel plate girders. The deck width is 38 feet clear allowing for two lanes of traffic and a shared pedestrian/bike-lane shoulder with an 8 foot raised sidewalk. There are privately owned structures on properties adjacent to the proposed construction limits. These structures will be monitored during construction activities such as pile driving and demolition. The civil site work will include minor modification of the approaches on both sides in order to tie into the existing roadway, sidewalks and curbs, ADA ramps, bituminous pavement, guardrail and relocation of existing utility lines. The contract duration will be a total of 540 calendar days from Notice to Proceed, to provide for ordering materials, and submission and approval of schedules and submittals. Within the 540 calendar day period of performance a ninety (90) day closure to traffic for demolition and construction activities will be allowed. This is not an all inclusive list of major activities: • Selective demolition of existing Bridge structures: Bridge structure: Counter weights, girders, stringers, floor beam, steel plate sidewalk, channel, concrete parapet, steel plate and concrete beam, and partial abutment; Area features: Access building on North shore, concrete sidewalk, guardrail, concrete pavement, concrete curb, concrete barrier, top of timber fenders, and concrete debris along the North shore; The abutments at bother ends of the bridge shall be partially demolished following the demolition extents as shown on the drawings, which follows the slope of the adjacent proposed grade. • Fabrication and placement of reinforcement steel and accessories • Placement of Cast-in-Place concrete foundations for the new bridge. • Clearing and grubbing. • Stripping of topsoil where indicated or directed; performing excavation within the limits of the project; transporting and disposing of excavated materials. • Placement of geotextile • Placement of riprap on canal banks. • Construction of new concrete flat work • Construction of new sub-drainage system. • Installation of new vehicle crash barriers. Solicitation Number W912BU-15-B-0011 will be issued on or about July 24, 2015 with a bid opening on or about August 25, 2015. The estimated cost range of the project is $1,000,000.00 to $5,000,000.00. The NAICS Code for this project is 237310 and the small business size standard is $36.5 million. Davis Bacon rates will be applicable to the contract. Liquidated Damages will be applicable to the contract. Performance and Payment bonds will be required for 100% of contract award. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via the FBO internet homepage. Hard copies will not be available. No written or fax requests will be accepted. It is the contractor's responsibility to monitor FBO for any amendments. An organized site visit will be scheduled for August 14, 2015 at the 5th Street Bridge in Delaware City, DE. Contractors who receive a federal contract of $25,000.00 are required by legislation (FAR 22.1310(b)) to submit an annual VETS-100 Report on your employment of targeted veterans.
