Description
The Bureau of Reclamation (Reclamation), a water management agency within the Department of the Interior (Interior), announces the availability of a Request for Information (RFI). Reclamation is seeking interest from any entity or entities interested in developing marketable commercial products from brine or for the disposal and long-term storage of brine and/or associated byproducts for the existing Paradox Valley Unit of the Colorado River Basin Salinity Control Program located in Western Colorado near Bedrock, Colorado. This RFI is not subject to the Federal Acquisition Regulation (FAR). This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or any promise to issue an RFP. This RFI does not commit Reclamation to contract for any supply or service. Responders are advised that Reclamation will not pay any costs incurred in response to this RFI. All cost associated with responding to this RFI will be solely at the interested party's expense. Process and Timing: Timing: To be assured consideration, all Statements of Interest (SOIs) shall be submitted and received by Reclamation on or before September 9, 2015. All information received in response to this RFI will be treated as business confidential information, and exempted from disclosure under the Freedom of Information Act. Nonetheless, submitters should properly mark their responses if the information is confidential. Responses to the RFI will not be returned. Submission of Interest: Reclamation will accept SOIs that are submitted via email to: mcouvrette@usbr.gov. Notification of Receipt: An e-mail acknowledgement of receipt will be provided. PURPOSE: The Bureau of Reclamation (Reclamation), an agency within the U.S. Department of the Interior (Interior) is seeking interest from any entity or entities for treatment, and disposal of brine on non-federal lands, produced by the Paradox Valley Unit. Disposal includes the disposal of brine, remaining salts, or other waste streams in permitted landfill operations, the production and sale of marketable brine or byproducts, or other similar permitted disposal methods subject to local, state and federal laws. Portions of adjacent federal lands could be made available for treatment and temporary short-term storage. An expression of interest is not binding or promissory. In addition, further Requests for Information (RFI) may be issued. Failure to respond does not preclude the ability to respond to any future RFIs. This RFI is not subject to the Federal Acquisition Regulation (FAR). BACKGROUND: The Paradox Valley was formed from the collapse of a salt anticline (dome) located in southwestern Colorado. The Dolores River, as its passes through the valley, historically picked up an estimated 205,000 tons of salt annually from naturally occurring brine seeps and springs. The Paradox Valley Unit was authorized for investigation and construction by the Salinity Control Act (Public Law 93-320, 43 USC 1592(a)(1)) of 1974. The Paradox Valley Unit intercepts the brine groundwater and has annually injected an average of 108,223 tons of salts by deep well injection (average from 2002-2013). Tons of salt injected is based on a brine concentration of 260,000 mg/l. The Paradox Valley brine varies slightly due to seasonal and environmental fluctuations. The existing deep-injection well, completed in 1988 by Reclamation, is nearing the end of its useful life and action is needed by Reclamation to continue long-term salinity control at the Paradox Valley Unit. Reclamation is conducting an Alternative Study/Environmental Impact Statement to develop and evaluate alternatives for the continued operations of the Paradox Valley Unit and a Notice of Intent was published on September 10, 2012 (Federal Register/Vol. 77, No. 175, Pages 55497-55498). DESCRIPTION: The Salinity Control Act, as amended (Title II-Section 202 (1) authorizes the Secretary to construct, operate, and maintain the Paradox Valley Unit of the Colorado River Basin Salinity Control Program in Montrose County, Colorado, consisting of facilities for collection and disposition of saline groundwater of Paradox Valley, including wells, pumps, pipelines, solar evaporation ponds, and all necessary appurtenant and associated works such as roads, fences, dikes, power transmission facilities, and permanent operating facilities, and consisting of measures to replace incidental fish and wildlife values foregone. For this RFI, Reclamation will determine whether potentially new or current service providers are interested in doing business with the Bureau of Reclamation for long-term disposal or development of a commercial product from brine collected from the Paradox Valley Unit. PROCESS: This request is to gather information from interested parties and is deemed essential as part of our collaborative, deliberate planning process for Reclamation in identifying and evaluating alternatives for continued operations of the Paradox Valley Unit. Interested parties should answer the following questions and provide the requested information: 1. Do you own, operate, or have the ability to construct a permitted facility capable of processing and treating up to 300 GPM of brine and providing for permanent disposal of up to 150,000 tons of salt byproduct per year? a) If so, where is this facility located and how would you transport the brine from the Paradox Valley? b) What is the estimated cost per ton of salt disposed? 2. Are you capable of developing a commercial product from the brine that could reduce or eliminate the amount of brine currently disposed by deep well injection? a) What types of products could you develop? What resources (land, power, transportation systems, etc.) are needed to develop these products? b) What is the volume of brine that could be developed on an annual basis? Is there a current market for these products? c) Are there non-marketable byproducts, and if so, how would they be disposed? 3. Can you please provide Reclamation with a copy of your company's portfolio? 4. Company point of contact, address, telephone number, and status of the company; (i.e., small business, HUBZone business, etc.) DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation.
