INL Training Coordinator Washington, DC Issuance Date: 07/09/2015 Closing Date: 07/23/2015 SOLICITATION NUMBER: PSC-15-047-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: Background The Bureau of International Narcotics and Law Enforcement Affairs (INL) is the lead bureau responsible for narcotics control assistance activities and international criminal justice issues for the U.S. Department of State (DOS). The Office of Criminal Justice Assistance and Partnership (INL/CAP) provides technical assistance to INL program offices in addressing the full range of criminal justice development issues in over 70 partner countries around the globe. INL/CAP assists INL in developing strategic partnerships with U.S. state, county, municipal, and federal law enforcement, justice sector, and corrections agencies and institutions to bring up-to-date and relevant expertise to bear in INL programs. INL/CAP also conducts pre-deployment training for many of INL's advisors before they deploy to their assignments. Criminal justice assistance is a core component of rule of law development, which is critical to helping countries fight destabilizing crime and corruption and promoting good governance. Currently, INL manages criminal justice programs in numerous countries, employing hundreds of people in the field to implement these programs. Programs include deployment of American experts in the fields of policing, corrections, and justice to multilateral stabilization and reconstruction missions, including direct secondment of U.S. officers to United Nations missions; bilateral programs to train and build capacity of justice sector institutions, deployment of mentors or other technical advisors, and provision of infrastructure and equipment. The INL Training Coordinator (TC) is responsible for the design, development, delivery and evaluation of a comprehensive and tailored pre-deployment training program(s) for INL's police, corrections and justice trainers and advisors deploying to assignments in INL Programs. The TC is responsible for the management and supervision of a team of up to three full time instructors and program support staff. In performing this function, the TC is required to work with INL program officers to actively identify INL program pre-deployment training requirements, coordinate training with INL program offices, with the UN and other multilateral organizations, with DOS and other USG entities, and identify appropriate, qualified subject matter experts (SMEs) to assist with curriculum development and deliver instruction as needed. The TC will also oversee pre-deployment classes when in session, liaise with the training facility and contract service providers, maintain contracts for training center and staff functions and oversee contract personnel on the training team. The TC is expected to stay abreast of current professional training methods and issues, participate in outreach to professional organizations engaged in training and education, and any other duties as required. DUTIES AND RESPONSIBILITIES 1. Ensures quality in terms of the design, development, delivery and evaluation of pre-deployment training to police, corrections and justice advisors preparing for assignment to overseas assistance missions for INL. 2. Leads meetings and other activities to develop plans and programs for implementation and improvement of INL's pre-deployment training program, and coordinates with other INL program offices, the UN and other U.S. or international agencies as appropriate. 3. Serves as an instructor at the training center. Develops training materials as needed and appropriate. 4. Oversees all contractor staff and activities at the training center. Works with training team staff to achieve excellence and promotes good teamwork. Assigns duties and reasonable deadlines to trainers and tracks progress. Effectively addresses contractual issues and refers those issues to the Deputy Director and Training and Partnership Team Lead as appropriate. 5. Participates in INL/CAP staff meetings. Through regular communications with the INL/CAP Deputy Director, conveys relevant and significant information regarding programmatic activities, accomplishments, problems and solutions. 6. Provides analysis and evaluation of the appropriateness and effectiveness of the pre-deployment training program. 7. Maintains and applies to pre-deployment training a working knowledge of contemporary, professional adult centric training and education principles, methods and techniques. 8. Participates in outreach activities with domestic and international law enforcement, think-tank communities, academies, universities and professional associations to increase awareness of INL programs and to effectuate formal and informal information sharing and resource development. 9. Develops and maintains professional contacts with INL program officers, regional desk officers, DOS functional bureau officers, and others at U.S. federal agencies to support pre-deployment training implementation. 10. Develops and maintains a working knowledge of the organizational structure and functions of the INL Bureau and its component offices, as well as the organizational structure of the U.S. Department of State. 11. Works with an assigned INL/CAP program officer to develop budgets, manage contracts, and project resource needs for the INL pre-deployment training program. 12. Travels to deliver pre-deployment training to advisors in the field or advisors based domestically. Relationship The Training Coordinator will report to the INL/CAP Training and Partnership Team Lead who reports to the INL/CAP Deputy Director who reports to the INL/CAP Director. The TC will have oversight responsibilities over third-party contractor and services contract who work on pre-deployment training for INL/CAP. The COR is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. Complexity The work involves managing and providing technical expertise for various pre-deployment training programs, simultaneously. The ability to perform complex analysis, meet short deadlines and to multi-task successfully is essential. Scope and Effectiveness The TC performs a broad range of tasks related to providing pre-deployment training for the INL bureau. Pre-deployment training is the foundation for successful INL programs overseas Minimum Qualifications 1. U.S. Citizen, able to obtain/maintain a DOS Secret security clearance. 2. A minimum of five (5) years' experience as a sworn civilian law enforcement officer, a practicing attorney or correctional staff member. In the absence of the foregoing supervisory experience, eight years' experience developing, operating and supervising a training program or programs, including curriculum development, may be substituted. 3. A minimum of three (3) years developing, supervising and operating a training program/programs, including curriculum development, in a criminal justice or other educational context. 4. Ability to understand and convey complex criminal justice and training concepts and terminology simply, and possession of effective oral, written, and presentation and communication skills. Preferred Qualifications 1. Five (5) years' experience at an accredited training and/or education institution such as a police academy, college, university or other institution of higher learning. 2. Five (5) or more years of management experience in an educational or training setting, with progressively increasing responsibility. 3. Experience working with INL or other relevant USG agencies (e.g. USAID, Department of Justice, Department of Defense). 4. Extensive contacts with state, local and federal training managers, curricula experts and subject matter experts. 5. Knowledge of police, justice and/or corrections development in an international context. 6. Degree in a relevant field. 7. Excellence as a trainer. GOVERNMENT-FURNISHED EQUIPMENT: The PSC shall be able to use a furnished with office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS. Travel Occasional domestic and international travel may be required. Position Location & Hours The position will primarily be located at the Harry S Truman Main State Department building in Washington, DC. Hours for the position will be the core hours of the Department of State: 8:15 am to 5:00 pm. The alternate duty station is located at the Executive Conference and Training Center (ECTC) in Sterling, VA, or in the new training center location, when training is underway and in direct preparation for training. Alternative work schedules and occasional telework are negotiable, as per INL policy. Evaluation Criteria Factor 1 Experience in a training or education institution supervising, developing and delivering job-related training, including curriculum development and training services. (25 points) Factor 2 Demonstrated ability to manage pre-deployment training for criminal justice assistance training missions and produce a quality training product, including working in teams and with a variety of people. (25 points) Factor 3 Knowledge of international police development and familiarity with the functioning of INL missions, including current USG assistance programs that foster criminal justice reform and capacity building. (15 points) Factor 4 Demonstrated ability to in the areas of the preferred qualifications. (10 points) Factor 5 Ability to liaise and conduct outreach within the Department of State, partner USG agencies, U.S. state and local law enforcement partners, and professional training and education associations. (10 points) Factor 6 - Evaluation of applicant's prior performance under similar contracts. (In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.) (15 percent) Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
