- THIS IS NOT A REQUEST FOR QUOTE, REQUEST FOR PROPOSAL, OR INVITATION FOR BID. THIS IS A SOURCES SOUGHT FOR GOVERNMENT PLANNING PURPOSES ONLY. Responses to this announcement are not considered quotes or offers, and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The Government shall not be held responsible for any cost incurred in response to this source sought announcement. The General Services Administration (GSA) is conducting market research to determine the level of interest by contractors that can provide food services at the Social Security Administration's Wilkes-Barre Data Operations Center, 1150 East Mountain Drive, Wilkes-Barre, PA. SSA is looking for a creative solution to meet the challenge of providing high quality and healthy dining options for their two shift operation. Historically, the food services have been underutilized on the second shift. SSA is looking for a contractor to provide an innovative solution that will reenergize this location. The successful approach may take into account a combination of scenarios that will service the needs of this population. Below is a summary of the current conditions found at the Social Security Administration's Wilkes-Barre Data Operations Center: •The facility currently houses approximately 1200 employees. •Employee Count : Dayshift - (9:30 A.M. - 6:00 P.M.) 660 Federal Employees 44 Contractor employees Nightshift - (12:00 P.M. - 10:30 P.M.) 428 Federal Employees 32 Contractor employees •Layout of café space: 2,100 sq/ft kitchen, serving, storage, 3,725 sq/ft dining •Seating Capacity: 181 Food services shall be provided five (5) days per week, Monday through Friday (except holidays observed by the Federal Government and any other time that the building has a delayed opening or closure due to inclement weather, Federal Statute, Executive Order, or Presidential Proclamation). Hours of operation shall be 5:30 a.m. to 10:00 p.m. Service would cover two shifts (6:00 AM to 6:00 PM) and (12:00PM to 10:00 PM). Service to include but not limited to snacks, beverages (hot and cold), and a range of food that may or may not be prepared on the premises such as soups, salads, and cold sandwiches that are self and/or attendant served. The serving schedule and menu will be proposed by the Contractor.**** The cafeteria shall not sell items being sold in vending machines or by blind stands operated by the SLA. The COR will have final authority on what may be sold. PLEASE BE ADVISED THAT THIS CONTRACT WILL BE A ZERO DOLLAR (NO COST TO THE GOVERNMENT) CONTRACT. The Government will provide the cafeteria space, lighting, heating and air-conditioning, major kitchen equipment (such as walk-in freezer, grill, and coolers), utilities, and trash removal. On average, the operation gets $26,300 in sales per month. The operator is limited to a 10% profit and administrative expenses. The Service Contract Act will be applicable. A wage determination from the Department of Labor will specify minimum wages to be paid to cafeteria employees.
