- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to competitively award a fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract for a maximum quantity of one hundred ninety-two (192) commercially available Vector Network Analyzers (VNA) and a maximum quantity of two hundred thirty-one (231) VNA Calibration Kits over a five (5) year period. This equipment is intended for use by Navy personnel in shipboard and shore-based laboratories and by other DOD personnel in secondary calibration laboratories, to calibrate passive microwave devices such as attenuators, couplers, isolators, terminations, and filters. The successful offeror shall manufacture and deliver VNAs and VNA Calibration Kits in accordance with the CALSTDs Specification CSS-15-352-030 (October 2014). The Contractor shall provide Operator/Maintenance manuals with each VNA unit. In addition, throughout the life of the IDIQ contract, the contractor shall have a calibration facility traceable to the National Institute of Standards and Technology and have a current Accredited Certificate/ Report of Calibration by an organization accredited to ISO 17025 with headquarters in the United States of America for the calibration of the VNA system furnished to the government under this procurement. Award of the IDIQ contract resulting from this solicitation will be made to the responsible offeror whose proposal is technically acceptable with acceptable past performance, whose price is the lowest offered. The evaluation factors for this acquisition are 1) Technical 2) Past Performance and 3) Price. Offerors must submit the Technical, Past Performance and Price Proposals in separate volumes. Large businesses are required to submit a Small Business Subcontracting Plan conforming to the requirements of FAR 19.7 and DFARS 219.7. The solicitation, RFP N68335-15-R-0155, will be posted on the NAVAIR homepage at http://www.navair.navy.mil - select "Opportunities" and "Open Solicitations. The Government will release the solicitation/ RFP, including any subsequent amendments, on the NAVAIR Homepage website and Fed Biz Ops. No telephone requests for the solicitation will be accepted, no written requests will be accepted and no hard copies of the solicitation package will be mailed. Any amendment issued will be posted to the same website. After the solicitation release, vendors should regularly access the website to ensure they have all amendments.
