- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. NASA/GRC has a requirement for a Vibrating Sample Magnetometer (VSM) for characterizing DC magnetic properties of materials as a function of applied magnetic field, temperature, and time. The system should meet the following requirements: VSM with a field accuracy of 1% of reading or 0.05% of full scale Shall be capable of applied field strengths >2.6T at room temperature. The applied field strength shall be > 1.8T when using a high temperature oven attachment. The noise floor for magnetic moment measurements shall be no greater than 0.8 x 10-6 emu at room temperature. With the oven in place the noise floor shall be 4x10-6 emu. Ability to accommodate a range of solid sample sizes ranging from 20um thick ribbons up to 1-cm cubes. Ability to manually rotate the sample from 0 to 720 in increments of <1 or less. Ability to upgrade to autorotation of the sample. Vendor shall provide sample holders for powders and thin films (bottom and side mount) at temperatures compatible with the furnace oven operating temperatures. Variable Temperature sample oven capable of 100 to 1000C with a temperature stability of +/- 0.1-0.2C and a resolution of 0.01C. Allows for ramp rate of 80C/min at maximum heating rate of 80W. Include all necessary vacuum pumps and pump kits. Closed-loop water supply (Chiller) with pump. VSM Drive Head must allow for rapid sample exchange <10 minutes. The VSM Controllers should be portable and easily transportable, allowing for quick disconnect from the system. Ability to upgrade to cryogenic capabilities. Ability to upgrade to Alternating Gradient Magnetometer. First Order Reversal Curve (FORC) Technique Data Acquisition capable Software. Software for Determining the Magnetic Entropy Change from Magnetic Measurements The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR part 13. The provisions and clauses in the RFQ are those in effect through FAC 2005-79, this can be found via the internet at URL: hhtp://nais.nasa.gov/far. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement are 334519 and 500 employees, respectively. The offeror shall state in their offer, their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44135-3191 is required within 30 days ARO. Delivery shall be FOB Destination.
