Short Title: Upgrade of a BD LSR II with a Special Order Laser. Document Type: Presolicitation Notice Solicitation Number: N02CO52642-78 Posted Date: 7/9/2015 Response Date: 7/24/2015 Classification Code: 6640 NAICS Code: 334516 Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E140, Rockville, MD 20850, UNITED STATES Description National Cancer Institute (NCI), Center for Cancer Research (CCR), Dermatology Branch, plans to procure on a sole source basis, a Special Order Laser from Becton, Dickinson & Co., 1 Becton Drive, Franklin Lakes, NJ 07417. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The delivery date is 90 days from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. In order to meet NCI's research goals and to maintain continuity it was determined that upgrading the BD LSR II with a Special Order Laser will facilitate the research for the Dermatology Branch scientists. Expanding the current system, rather than buying a completely new system, would not only be cost-effective, but also would allow the Dermatology Branch to continue to use data that was acquired in the past. The addition of this laser will allow the Dermatology Branch to simultaneously analyze 15 channels. This would allow researchers in the Branch to perform experiments with greater efficiency. It would also enable the analysis of samples of limited quantity and size (human or human primate samples) and maximize its experimental output. This is expected to lead to shorter timeframe to complete projects and more efficient use of budget and human resources. The compatibility of the Laser with the current BD LSR II is an essential salient characteristic. The BD LSR II Special Order Laser includes the installation of a 355nm 60mw Coherent G4 UV laser and a 405nm 50mw OBIS on BD LSR II serial number H06800002. The UV Option will be configured with 1 PMT's and a new Trigon. Optics included; BUV396 (379/28), BUV496 (450LP; 515/30) and BUV 737 (690LP; 740/35). However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EDT, on July 24, 2015. All responses and questions must be via email to Francisco Mendoza, Contracting Specialist at francisco.mendoza@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
