Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-82. The combined synopsis/solicitation number is W91ZLK-15-T-0236 used as a request for proposal (RFP). The requirement is under the associated North America Industry Classification System (NAICS) Code is 325413 In-Vitro Diagnostic Substance Manufacturing and the Business Size Standard is 500. The Government contemplates award of a Firm-Fixed Price contract, Lowest Price Technically Acceptable (LPTA) under FAR Part 12, Acquisition of Commercial Items. The U.S. Army Contracting Command, Aberdeen Installation Contracting Division, Aberdeen Proving Ground, Maryland intends to issue a Competitive quote mark Small Business quote mark award. This requirement is a Total Small Business Set Aside. This requirement is not being procured in accordance with FAR Part 8 and only Open Market, NOT General Service Administration GSA quotations are being accepted from responsible contractors. NOTE: TO Offerors: Offers shall note the lead time or approximate delivery date for items offered. This requirement includes a twelve (12) month base period and two (2) twelve (12) month option periods. Acceptance and inspection shall be at Destination. Final completion/destination shall be at US Army Edgewood Chemical Biological Center (ECBC), Aberdeen Proving Ground, Maryland 21010. Description of the Requirements: This requirement is for development of monoclonal antibodies to tetrodotoxin five (5) stages in support of the Edgewood Chemical Biological Center (ECBC), Aberdeen Proving Ground, Maryland. Identification of some analytics is currently hindered by the lack of a low cost, sensitive detection method. Monoclonal antibodies are often useful tools for the development of new analytical method. Monoclonal antibodies are often useful tools for the development of new analytical methods. The government is seeking all personnel, equipment, tools, materials, supervision, and non-personal services necessary to support Environmental Biological Monitory Laboratory as defined in CLINS (contract line items) and Description. The services to be conducted by the contractor are to include five stages: CLINS and Description: (Also, see Attachment #1) CLIN 0001: Stage 1 Immunogen Synthesis: Development of monoclonal antibodies to tetrodotoxin (5 stages). Covalent attachment of tetrodotoxin (provided by client) to carrier proteins will be performed. The immunogen will be made using Bovine Serum Albumin and/or Proprietary Protein as the carrier protein CLIN 0002: Stage 2 HRP-Tetrodotoxin Synthesis: Development of monoclonal antibodies to tetrodotoxin (5 stages). The compound (or an analog) will be conjugated to HorseRadish Peroxidase. This Tetrodotoxin-HRP conjugate will be used to screen antibodies for recognition and affinity of clones for the toxin. CLIN 0003: Stage 3 Immunization: Development of monoclonal antibodies to tetrodotoxin (5 stages). Groups of nine (9) mice will be immunized using each immunogen(s) synthesized in stage one. Mice sera will be screened for recognition of Tetrodotoxin-HRP one week after the first boost (one month after first immunization). Booster injections and sera screens will continue for an additional two months (three months total). Completion of this stage will be demonstration of sera titers showing recognition of the peptide OR three months of immunizations. CLIN 0004: Stage 4 Fusion: Development of monoclonal antibodies to tetrodotoxin (5 stages) A fusion will be performed on two (2) mice demonstrating the highest titer response. Stage Four will take not more than 1 month. Completion of this stage will be the identification of at least four hybridomas demonstrating a dose response to tetrodotoxin CLIN 0005: Stage 5 Cloning: Development of monoclonal antibodies to tetrodotoxin (5 stages). The fifth stage of this project will be comprised of cloning the stable cell lines identified in stage four. This step will take not more than 2 months. The four clones with the best sensitivity to tetrodotoxin in a dose response assay will be isolated and grown to confluence resulting in 40 mL of supernatant containing maximally expressed monoclonal antibody. This supernatant will be delivered to the customer for evaluation. Note: four clones will be delivered to allow for comparison of sensitivity, specificity and possible matrix interferences in assay development. Partial quotes will not be evaluated by the Government. Award will be made on the basis of the lowest evaluated price proposal meeting or exceeding the acceptability standards for non-cost factors in accordance with FAR 15.101-2. 52.212-1 Instruction to Offerors Commercial Items/Services This clause applies in its entirety and there are currently no addenda to the provision.
