Description
The Strategic Systems Programs (SSP) intends to contract with Lockheed Martin Space Systems Company (LMSSC) on a sole-source basis for a follow-on TRIDENT II effort to provide flight experiment planning and integration of test Reentry Body (RB) flight and general support for all Roll Torque Experiment 4 (RTE-4) testing of advanced heatshield design. RTE-4 is the fourth flight experiment in a series of flight tests being conducted off of a TRIDENT II missile. In order to conduct as close a comparison to previous flight tests, similar trajectories, environments and instrumentation are required. The current instrumentation that was utilized on the other Roll Torque Experiments was an Extended Navy Test Bed (ENTB) which is proprietary to LMSSC. Lockheed Martin has been the Navy's Missile integrator since the Trident programs inception and has the unique expertise to ensure that Safety and reliability of the system aren't impacted on a flight test. The procedures and testing to ensure that a flight test is not negatively impacted from an experiment have been refined over the last 10 years under the previous Reentry Systems Application Program (RSAP). To stand up this expertise at another contractor would require a substantial investment by the Government. The anticipated contract will contain Completion CLINs. The period of performance will be 12 months and 2 one-year option periods. The resultant contract anticipated award date is January 8, 2016. An Award Notice will be publicized, when applicable, along with the supporting Justification and Approval for Other Than Full and Open Competition (J&A), in accordance with Federal Acquisition Regulation (FAR) subpart 5.301, 5.303, and 6.305. The proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
