- Amendment 0001 N00173-15-R-JM01 Summary of Changes Amendment 0001 N00173-15-R-JM01 Questions and Answers Amendment 0001 N00173-15-R-JM01 Revised Combination Synopsis / Solicitation COMBINED SYNOPSIS / SOLICITATION N00173-15-R-JM01 This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This requirement is a 100% small business set-aside under NAICS Code 334413 - Semiconductor and Related Device Manufacturing. The Product Classification Code is 3670 - Printed Circuit Board Manufacturing Machinery. The Government reserves the right to award without discussions. Solicitation documents and incorporated provisions are those in effect through Federal Acquisition Circular 2005-82, DPN 20150420, and NMCARS 13-05. The Naval Research Lab (NRL) in Washington, DC, intends to negotiate a firm, fixed-price contract for the acquisition of materials listed below. This combined synopsis/solicitation, N00173-15-R-JM01, is issued as a Request for Proposal (RFP). The associated small business size standard is 500 employees. The Naval Research Laboratory (NRL) is searching for a Deposition System that will be installed at NRL, which will be used to support ongoing research by the Electromagnetics Technology Branch of the Electronics Science and Technology Division. The Deposition System is needed to provide a means of removing adsorbed molecules from substrates prior to deposition, depositing refractory metals without over-heating photoresist, and depositing metal-oxide and metal-nitride compounds with specific properties. NRL anticipates these needs can be met using an ultra-high vacuum chamber equipped with a controlled temperature specimen stage, an electron beam heated hearth for producing metal vapor, and a plasma source capable of producing either purely neutral atom flux or ion flux with controlled ion energy. The system should be equipped with a load lock to reduce the time and labor associated with recovering UHV conditions after changing the specimen. NRL does not anticipate a need to coat specimens larger than 4". NRL anticipates some additions and modifications to the deposition system as needs and processes are developed, hence the system should be built to accommodate such modification as much as is practical. The branch currently owns and operates both molecular beam epitaxy (MBE) machines and conventional e-beam metal coating systems, the new system is intended to provide much of the function of MBE in situations where true epitaxy is not possible and/or not required. Acceptance will only occur after all these requirements have been met and payment will be made only after acceptance has occurred. Added July 9, 2015 The purpose of Amendment 1 to Request for Proposal (RFP) N00173-15-R-JM01 is to correct the e-mail address of the Primary Contract Specialist, to delete the requirement to submit hard copy proposals to the Contracting Officer, to remove the instructions for the submission of questions from Addenda 2, to add the instructions for the submission of questions to Addenda 1, to post Questions and Answers, to post a Summary of Changes and to extend the closing date.
