SOURCES SOUGHT THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION ONLY: THIS IS NOT A REQUEST FOR PROPOSAL This notice is posted in accordance with FAR 5.2 and 36.213-2 Project: Repair Heating Ventilation and Air Conditioning (HVAC) at various facilities - Joint Base Charleston, Weapons Station - Goose Creek, SC. Solicitation Number: FA4418-15-R-0035 The 628 th Contracting Squadron at Joint Base Charleston, SC is seeking capabilities packages for potential sources to replace 5 HVAC systems at the various locations, which consists of 4 separate buildings at Joint Base Charleston, Weapons Station at Goose Creek, South Carolina. This sources sought is for planning purposes only. The work to be performed under this contract includes, but is not limited to the following major items of work: 1. Contractor shall demo and dispose of the existing HVAC air handling units between 7.5 and 50 ton to include drain lines/drain pans, stands, electrical disconnects, and all other associates. Existing duct work will be reused so care should be taken when removing air handling unit. 2. Contractor shall demo and dispose of the existing HVAC condensing units to include equipment pad, line set, electrical equipment and all associates. 3. Contractor shall demo and dispose of the existing wall mounted unit thermostats. 4. Contractor shall reclaim/recover/recycle by removing the refrigerant from the existing units using EPA-certified recovery equipment and storing it in an approved container. It is imperative that refrigerants are not mixed during recovery to prevent contamination. Contractor shall provide ample DOT Certified Refillable Refrigerant Recovery Storage Cylinders to store all refrigerant removed during this project. Storage cylinders and reclaimed refrigerant will be turned over to the Government at the close out of the project. 5. Contractor shall provide and install condensing unit equipment pads. Contractor shall level each pad prior to installing equipment. 6. Contractor shall provide and install condensing units to include refrigerant line set with insulation and equipment electrical disconnects (sized for the specific unit), equipment whip and any building penetration modifications or supporting structure modifications, as well as all other associates. Contractor shall verify the existing unit size (TN) and electrical configuration of the existing units prior to ordering replacement units. 7. Contractor shall provide and install HVAC air handling units between 2 and 50 Ton to include drain lines/drain pans, stands, wall mounted equipment electrical disconnect, and all other associates. Existing duct work will be reused so care should be taken when removing air handling unit. 8. Contractor shall provide and install wall mounted programmable thermostats. 9. Contractor shall perform start-up of units and verify proper operation of all HVAC equipment installed. 10. Provide start-up logs for all HVAC equipment to include a DD Form 1354 for equipment installed. 11. Contractor shall perform duct cleaning. 12. All work to be performed during normal working hours (0800-1630), Monday-Friday, no weekends or government holidays. 13. Contractor shall have asbestos and lead surveys conducted in areas which will be disturbed during this project and provide the Government the original reports prior to start of construction. Asbestos found in the immediate work area which will be disturbed by construction will be abated. 14. Warranty for one (1) year. ENVIRONMENTAL: The Contractor shall comply with all applicable requirement stated in the Toxic Substances Control Act of 1976. All materials used in the performance of this contract shall be applied in strict accordance with manufacturer's printed label instructions and all applicable standards. The use of Class I ozone depleting substances, asbestos containing materials, and lead paints are strictly prohibited. Contact the 628 Civil Engineer Squadron Environmental Office at (843)-963-1473 for any asbestos or lead paint related questions. WASTE DISPOSAL/RECYCLING: The contractor shall recycle all recyclable materials as a result of demolition. All waste materials generated by all work under this contract shall be handled, transported, stored and disposed of off base at no additional cost to the government, by the contractor and or sub-contractors, at any time in accordance with all applicable federal, state or local laws, ordinances, regulations. SPECIAL REQUIREMENTS/CONCERNS: The Contract Type will be Firm-Fixed Price. Capabilities are sought from Small, Service Disabled Veteran Owned Small Business (SDVOSB), and Historically Underutilized Business Zone (HUBZone) businesses for the purposes of determining the appropriate level of competition and/or small business subcontracting goals. Dollar magnitude for this contract is between $1,000,000 and $5,000,000. The anticipated performance time is 240 days. The NAICS Code assigned to this acquisition is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a Size Standard of $15.0M. NOTICE TO OFFEROR(S)/SUPPLIER(S): FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS EFFORT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE CLOSING DATE. IN THE EVENT THE GOVERNMENT CANCELS THIS SOLICITATION, THE GOVERNMENT HAS NO OBLIGATION TO REIMBURSE AN OFFEROR FOR ANY COSTS. Firms responding should indicate their size in relation to this size standard, and indicate socio-economic status/statuses (SB, SDVOSB or HUBZone). SB, SDVOSB, and HUBZone firms will first be sought by individual group. If a response from two or more qualified firms is received for any of the three categories, this requirement may be set aside. Should an insufficient number of responses be received in the three categories, the requirement may be issued as unrestricted. Interested SB, SDVOSB, and HUBZone concerns should indicate interest to the Contracting Officer, in writing, as early as possible, but no later than 22 July 2015. NOTE: If this requirement is set-aside, FAR 52.219-14 Limitations on Subcontracting will apply. This clause requires that the concern perform at least 15 percent (15%) of the cost of the contract, not including the cost of materials, with its own employees. All interested Prime contractors who intend to submit a bid for this solicitation are highly encouraged to submit a capability package to the Primary Point of Contact listed below, by 3:00p.m. EST on 22 July 2015. AS A MINIMUM, THE FOLLOWING INFORMATION IS REQUIRED: (a) Indicate which set-aside you qualify for under the applicable NAICS codes (SB, SDVOSB or HUBZone). (b) A positive statement of your intention to bid on this contract as a prime contractor. (c) Evidence of recent (within the last three years) experience in work similar in type and scope to include: 1. Contract numbers 2. Project titles 3. Dollar amounts 4. Percent and description of work self-performed 5. Points of contacts with current telephone numbers. (d) Evidence of bonding capability of a minimum of $2,000,000. All of the above information must be submitted in sufficient detail for a decision to be made on availability of interested concerns. If adequate interest is not received from SB, SDVOSB or HUBZone concerns, the solicitation may be issued as unrestricted without further notice. The successful contractors may be selected using tradeoff procedures resulting in the Best Value to the Government. The Government reserves the right to award a contract to other than the lowest price. NOTES: (1) The solicitation, SOW and drawings will be available on the website on or about 28 July 2015, at the www.fbo.gov website. (2) Hard Copies of the solicitation will NOT be provided. However, you may download and print the file from the website. (3) There is no fee for this sources sought. (4) A registration page is attached to the FBO website. You are not required to register. However, when you register you will receive notice of any amendments and/or addendums that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the website for any changes to the solicitation. (5) Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with such contractors. Proposals prepared by Debarred, Suspended, or otherwise ineligible contractors are at the risk of expense of the contractor. (6) In accordance with DFARS 252.209-7999, award will not be made to any contractor that has a delinquent tax liability or a felony conviction within the preceding 24 months. (7) All prospective contractors must be registered in the System for Award Management (SAM) system, in order to be eligible for an award.
