Description

NOTICE OF CONTRACT ACTION: The U.S. Department of Veterans Affairs, Office of Acquisition Operations, Strategic Acquisition Center - Frederick (SAC-F) intends to non-competitively award a firm-fixed price contract to Capitol New Company, LLC dba POLITICO Pro, 1100 Wilson Blvd Fl 6, Arlington, VA 22009 under the authority of 41 U.S.C 3304(a) (1), as implemented by FAR 6.302-1 (b)(1)(i), only one responsible source and no other supplies or services will satisfy agency requirements. The contract is to provide commercially off-the-shelf facilities web-based subscription services to POLITICO Pro to be utilized by Veterans Health Administration (VHA). VHA requires real-time news coverage in myriad policy areas that are covered by reporters who are experts in their respective field that bring their subject matter expertise when reporting on issues. The contractor shall provide: "Access for 15 users "News Service reporting on the following policy areas shall include but not be limited to: 1.Agriculture 2.Campaigns 3.Cybersecurity 4.Defense 5.Education 6.eHealth 7.Energy 8.Financial Services 9.Health Care 10.Labor and Employment 11.Tax 12.Technology 13.Trade 14.Transportation "Individual, customized access to minute-to-minute news coverage "Complete access to congressional directory "Early bird access to morning newsletters "Access to in-depth coverage, calendar of events and speakers, documents and other policy-specific content The contractor possesses proprietary data that requires the use of the authority POLITICO Pro, LLC is the sole source of this service and is a small business. It is believed that there is no comparable product on the market. The North American Industry Classification Systems (NAICS) code for this procurement is 519130. The size standard is 500 employees. A justification for other than full and open competition has been prepared in support of this contract. FBO announcement is being placed in order to satisfy requirements in FAR 5.201. This notice of intent is not a request for competitive quotes and does not constitute a request for quote or bid. No solicitation package is available and telephone requests will not be accepted. However, interested parties may identify their interest and capability to respond to this requirement no later than July 24, 2015, 4 p.m. EDT. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
