Description
INTRODUCTION This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. The information requested will assist the Government in determining the appropriate acquisition method, including whether a small business social-economic set-aside, competitive or non-competitive method is possible, and to determine the availability of all qualified companies technically capable of meeting the Government's requirement. NORTH AMERICAN CLASSIFICATION SYSTEM (NAICS) CODE The NAICS code applicable to this requirement is 811219-Other Electronic and Precision Equipment Repair and Maintenance with associated small business size standard of $20.5 million. PROJECT REQUIREMENTS The subject potential requirement consists of providing a service plan and preventive maintenance on existing government-owned laboratory equipment manufactured by and previously purchased from Molecular Device, Inc. The required service includes coverage on two (2) ImageXpress Micro XL imaging platforms currently in use at the National Institute on Aging (NIA), Intramural Research Programs. Subject pieces of equipment are located at the Biomedical Research Center at 251 Bayview Blvd in Baltimore, MD 21225 and used in the Tox21 and Trans-NIH RNAi intiaitves. The Molecular Devices lmageXpress Micro is a sophisticated imaging latform capable of acquiring and analyzing cellular images in high throughput. For example, we have used this system in RNAi group to interrogate genes that are important for the infection of human cells by several different viruses, genes associated with aberrant replication of DNA, and genes associated with rescuing the expression of proteins down-regulated in the context of certain rare diseases. In Tox21 group this system is used to develop several High Content Assays indicative of toxicity of drugs and chemicals like Phospholipidosis, Micronuclei, rH2AX, LC3 etc. The Trans-NIH RNAi initiative conducts high-throughput siRNA screens in collaboration with intramural investigators. siRNAs down-regulate target genes possessing corresponding sequence complementarity. In this way, we can interrogate a specific gene's function in the context of any biology we can assay. The initiative's work encompasses assay development, screening, and initial follow-up. Tox21 is an effort to use the quantitative high-throughput screening (qHTS) approach to profile a collection of 10,000 compounds composed of environmental chemicals and drugs approved for human and animal use against a battery of cellular and biochemical assays for their potential to perturb biological pathways that may result in toxicity. Such a data set could be used to create a systematic view of the biological network and the interactions therein via its response to chemical perturbations. To achieve this goal, a set of assays needs to be selected or designed to measure targets that encompass all pathways that are relevant to toxicity The purpose of the potential requirement is to obtain preventive maintenance service coverage agreements for the existing ImageXpress Micro XL imaging platforms manufactured by Molecular Device, Inc. Eligible sources shall indicate their capability to provide the services hereby stated: This contract shall include no less than one (1) preventive maintenance inspection during the contract period. Service shall be performed by a factory trained Field Service representative. Service shall consist of, but not limited to, inspection, examination of all functioning parts, thorough cleaning, proper lubrication, replacement or repair of worn or unserviceable parts, adjustment and calibration made with the expressed intent of maintaining the instrument to the manufacturer's original specifications. When necessary, this includes complete dismantling, parts replacement, reassembly and thorough testing and adjusting. Additionally, emergency repair service shall be provided on an unlimited basis during the basis during the term of this contract at no additional cost to the Government. The contractor shall also furnish all required replacement parts at no additional cost to the Government, with the exception of consumable parts. Parts shall be new or remanufactured to original equipment specifications. Contractor shall be required to provide written progress reports in achieving this statement of work during the period of performance. The original documentation shall be provided by the vendor to show completed service on the instrument and the technical progress achieved in written format to the COR. Contractor shall also indicate the ability to provide unlimited number of demand on-site service visits with a maximum 72-hour response; parts, labor, and travel at no expense; Priority status for technical support inquiries; One (1) Scheduled Preventative Maintenance visit per performance period; Factory-certified replacement parts included; Software updates and notifications and patches includeing applicable source code; any subscriptions to support Online Technical Resources. The anticipated period of performance will be effective on or around August 24, 2015 through August 23, 2016 with an option to exercise one (1) additional subsequent option year period of performance. CAPABILITY STATEMENT / INFORMATION SOUGHT Interested parties are expected to review this notice to familiarize itself with the requirements of this project. Failure to do so will be at your firm's own risk. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing. The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required. The response is limited to a fifteen (15) page limit. The 15-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer. Facsimile responses are NOT accepted. The response must be submitted to Hunter Tjugum, at hunter.tjugum@nih.gov prior to the closing date specified in this announcement. The response must be received on or before July 16, 2015 at 4:00 pm, Eastern Time. CONCLUDING STATEMENTS Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
