Description
In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD), Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is conducting market research to determine potential sources to perform inspections, maintenance, troubleshooting and repair of General Electric Marine Propulsion and Auxiliary Systems on board NOAA's T-AGOS Class ships. NOAA owns and operates four (4) mono-hull T-AGOS Class ships (Stalwart Class). These ships operate throughout the Western Atlantic, Gulf of Mexico, Caribbean Sea and the Pacific Ocean. The ships conduct Fisheries Research, Oceanographic Research and environmental surveys with endurance of up to 40 days. Their missions are critical to the nation for understanding and managing precious ocean resources. TAGOS SHIPS and their homeports: Gordon Gunter Pascagoula, MS Okeanos Explorer Newport, RI Hi'ialakai Honolulu, HI Oscar Elton Sette Honolulu, HI The ships have propulsion and auxiliary systems that were manufactured and installed on the ships by General Electric (GE) during construction in the 1980s. These systems are mature and are no longer supported by GE and require technical support, repair and troubleshooting. NOAA is seeking potential sources to provide support of those systems, as follows: perform inspections, maintenance, troubleshooting and repair of General Electric Marine Propulsion and Auxiliary Systems on board NOAA's T-AGOS Class ships including, but not limited to: Alarm and Monitoring Systems: GE FANUC Cimplicity, Series 9030, Versa Max and Field Control Silicons Controlled Rectifier (SCR) Drives: GE PDM F91-27063 Controllers and F91-52102 SCR Controllers Propulsion Motors: GE Model 42G972 800 HP Generator Control and Protection Systems: GE DS3815EGRB Generator Controls Switchboard Circuit Breakers and Electrical Distribution Systems: GE AKR50 and GE TCVVF5 Powerbreak This work shall include coordination with the American Bureau of Shipping (ABS) for Certification of Propulsion, Alarm and Monitoring Systems including, but not limited to, ABS annual machinery and automation surveys and during start-up testing following propulsion system overhauls. This may include requirements for the vendor to prepare drawings signed by an Electrical Engineer with a P.E. certification. In addition, the vendor shall provide onsite training for ships' crews in operating the referenced systems and troubleshooting problems with these systems. Vendor provided telephone support shall be available on a 24-hour per day basis to provide Technical Assistance to the T'AGOS class ships' crew. The North American Industrial Classification System (NAICS) code is 238210, Electronic Control Installation and Service. The small business size standard for this NAICS code is $14 million. All types of business concerns, large businesses, small businesses, and nonprofit and educational institutions are encouraged to submit a brief, typed Capability Statement in response to this sources sought announcement. Standard brochures will not be considered a sufficient response to this notice. Vendors shall assume that the Government has no prior knowledge of their capabilities. Submitted Capability Statements shall include the following: (1) Company name and address (2) DUNS number (3) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) (4) Company point of contact - name, phone, and e-mail address (5) Demonstrate capabilities for meeting the following requirements: • Experience performing inspections, maintenance, troubleshooting and repair and services for same or similar control systems; • Experience/capability to provide 24 hour a day telephone technical assistance to ships' crew; • Experience/capability to provide onsite training for ships' crews in operating the referenced systems and troubleshooting problems with these systems; • Experience/capability to coordinate certifications with ABS, including preparation of drawings signed by an Electrical Engineer with a P.E. certification; and • Any other information that demonstrates experience/capability to provide the services described, herein. This is not a request for technical or cost proposals. Interested sources shall submit an electronic copy of their Capability Statement to Michelle Blake, Contract Specialist, via email at Michelle.Blake@noaa.gov no later than noon local time (Norfolk, VA) on July 23, 2015. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract. Information received will be considered solely to make an informed decision regarding a potential procurement. Capability Statements will not be returned.
