- SF-30 - Amendment 00001 The US Forest Service WO-AQM Job Corps Support Branch has requirement for a contractor to replace an existing sewerage grinder and control in an existing surge tank at the Flatwoods Job Corps Center. The complete solicitation package will be attached and made available only through the FedBizOpps (FBO) website at https://fbo.gov/ on or before May 15, 2015. Anyone wishing to participate in this proposed procurement must obtain their copy from FBO. Copies will not be mailed from the Contracting Office. All amendments will be posted on FBO. Contractors will be solely responsible for obtaining amendments from this site to update files. This construction project is being solicited under FAR 13 - Simplified Acquisition Procedures (SAP) as authorized by FAR 13.000, and is 100% Small Business set-aside, as required by FAR 13.003 (b)(1), with the intent to award a Firm-Fixed Price Contract. One (1) award will be made, in accordance with the acquisition procedures established in 13.106-2 (b). The Government will issue a contract as a result of this Request for Quotations to the responsible quoter whose quote is the Lowest Price Technically Acceptable as prescribed in FAR 15.101-2 which is determined to offer the "best value" to the Government considering both price and other factors as stated below: PRICE AND COST: The Government will also look at Cost and Price which includes considering the cost/price information entered in Schedule of Items. It is the Government's intent to determine reasonableness and the offeror's understanding of ALL the work required and the ability to perform ALL of the work stated under the contract. Any exclusions listed in reference to prescribed work, may remove the contractor from consideration. PAST PERFORMANCE: Contractor Past Performance will be checked in the Past Performance Information Retrevial System (PPIRS) and by evaluating the Contractor's demonstration of having performed and successfully completed similar projects within the last three (3) years, please refer to Experience Questionnaire located in Section J. Those not submitting the completed Questionnarie and/or not having a favorable PPIRS report will not be considered for award. TECHNICAL CAPABILITY: The technical proposal will be used to make an evaluation and arrive at a determination as to whether the proposal will meet the requirements of the Government. Therefore, the technical proposal must present sufficient information to reflect a thorough understanding of the requirements and a detailed, description of the techniques, procedures and program for achieving the objectives of the specifications/statement of work. Note: proposals which merely paraphrase the requirements of the Government's specifications/statement of work, or use such phrases as "will comply" or "standard techniques "will be employed" will be considered unacceptable and will not be considered further. As a minimum, the proposal must clearly provide the following: • Mechanical/Electrical License or other related license required by State of Virginia to perform work stated in the Scope of Work. • Material/Product Information/Specifications Documentation • Estimated Delivery Schedule/Timeline of proposed product • Copy of Liability Insurance and/or indication that it can be provided at time of award as requested • Bonding Capacity • Biobased Purchasing - This aspect of the evaluation is to determine how well Offerors utilize Biobased Products where applicable. The evaluation will include a review of list of products submitted via quote and/or SAM, Certification, and Operation Plan, and/or statement regarding their use or non-application. Award will be made to the Lowest Price Techincally Acceptable quote that is received, pursuitant to FAR 15.101-2 Magnitude of Construction - Between $25,000.00 and $100,000.00 Anticipated RFQ release: May 15, 2015 NACIS Code: 237110 Size Standard: $36.5 Estimated construction times: Thirty (30) days from issuance of the Notice to Proceed - Installation Needs to occur between June 26, 2015 and July 14, 2015 to minimize the impact on the Center. All inquires shall be via email only. No inquires via telephone. Notice to Quoters: NOTE 1: All prospective contractors must be registered in the System for Award Management (SAM) database at http://www.sam/gov/ before award of contract; failure to register in the SAM database will cause your firm to be ineligible for the award and removed from consideration. NOTE 2: "Notice to Offerors: Funds are presently available for this effort. The Government reserves the right to cancel, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
