Description
Scope of Work for Solicitation IBM15R0007 SF 1449 Solicitation IBM15R0007 THIS IS A SOLICITATION NOTICE. THE USIBWC IS REQUESTING OFFERS AT THIS TIME. THE SOLICITATION DOCUMENT AND INCORPORATED PROVISIONS AND CLAUSES ARE THOSE IN EFFECT THROUGH FEDERAL ACQUISITION CIRCULAR (FAC) 2005-83. OFFERORS ARE ADVISED TO READ CAREFULLY THE ENTIRE SOLICITATION. The United States International Boundary and Water Commission (USIBWC) has a requirement for a fixed price, non-personal services contract for the supply and delivery of lab analysis on samples of crude glycerin (in accordance with attached Solicitation, CLINS, and SOW) to the Nogales International Wastewater Treatment Plant (NIWTP) located in Nogales, Arizona. The analyses of glycerin samples requires the testing of fat percentages, glycerol, chemical oxygen demand, and ash. The estimated number of samples required to be analyzed are estimated between one (1) to two (2) per week. The NIWTP currently treats approximately 17 million gallons per day of raw sewage entering from Nogales Mexico and Nogales, Arizona. The NIWTP was recently upgraded to provide Biological Nutrient Removal (BNR) resulting in a demand for supplemental carbon. Crude Glycerin is used as the main source of supplemental carbon. This will be a Fixed Price requirements contract consisting a Base Year from October 1, 2015 through September 30, 2016 plus four (4) one year option periods. This requirement is 100% Small Business set-aside under the NAICS code 541380 (Testing Laboratories) with a size standard of $15,000,000.00. Written questions may be submitted to the Contracting Officer via email at hector.monsivais@ibwc.gov. Questions shall be received by NLT 10:00 AM (MST) Friday, July 24, 2015. Questions received after the cut-off deadline will NOT be responded to, unless deemed significant by the Contracting Officer or the question conveys a material mistake and/or error in the Solicitation. Offers are due by 11:00 AM (MST), Thursday, July 30, 2015. Offers received after the specified date and time will be rejected.
