Description
Sole-Source Justification PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Optotherm Incorporated, 2591 Wexford-Bayne Road, STE 304, Sewickley, PA 15143. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334519, Other Measuring and Controlling Device Manufacturing; the size standard is 500 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Optotherm Incorporated, 2591 Wexford-Bayne Road, STE 304, Sewickley, PA 15143 for a Sentris Thermal Emission Microscope System. The FBI performs advanced technical exploitation of Improvised Explosive Devices resulting in timely information that will yield value and actionable intelligence. The FBI requires a thermal emission microscope system for fault isolation analysis of semiconductor devices. Optotherm Incorporated is the only vendor that meets all of the FBI requirements listed below, maintains compatibility with existing FBI infrastructure provides recording capability and with the actual dimensions of the system it meets the FBI small space requirement: Technical Requirements: • Must have a measurement range of -40 to 500°C; • Must have a measurement accuracy of +/-2°C or +/-2% of measurement; • Must have a image capture rate of 30 frames/sec; • Must have Macroscopic Lens focusable 50 x 37.5° Field of View (FOV), min 25mm Working Distance (WD), 0.05°C NETD; • Must have Microscopic 20 micron Lens: fixed-focus 6.4 x 4.8mm (FOV, 19mm (WD), 0.15°C NETD; • Must have Microscopic 10 micron Lens: fixed-focus 3.2 x 2.4mm (FOV, 15mm (WD), 0.20°C NETD; • Must have Microscopic 5 micron Lens: fixed-focus 1.6 x 1.2mm (FOV, 15mm (WD), 0.25°C NETD; • Detector must be Uncooled Long-Wavelength Infrared Detector LWIR (7-14µm) microbolometer: 320 x 240 pixels: • Must have power supply with 100-240 VAC input @ 50/60 Hz; • Must have Thermal analysis software (offline Thermalyze); • Must have Vertical camera positioning Z-stage; • Must have XY sample positioning stage; • Must come with LED spot light; • Must have High temperature sample stage (4x4" platform rated at 0-130°C); • Must have Emissivity coating kit; • Must have Thermal test clip (2 resistive heaters and 4 diodes for operator training). Optotherm Incorporated is the sole manufacturer and distributor of the Sentris Thermal Emission Microscope System, therefore is the only vendor that can meet all the requirements of the FBI. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Optotherm Incorporated as they are the sole-manufacturer and supplier of the Sentris Thermal Emission Microscope System. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, July 13, 2015, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
