Description

Unusual and Compelling Urgency J&A. The Government has awarded a sole source contract to Scott & Sons Weed Control to eliminate 12 acres of blackberry bushes within close proximity of the flight line at Beale AFB, CA in accordance with FAR 6.302-2(b)(2), Unusual and Compelling Urgency. Flight safety at 9RW was compromised due to presence of black birds. It was found that the birds had been nesting in the blackberry bushes near the flight line. Birds could cause serious damage to airplanes. While in the air, bird strikes could lead to a fatal air crash making this an urgent safety issue. Federal Aviation Regulation (FAR) Part 139, AFPAM 91-212, AFI 91-202, chapter 7,and AFI 91-204, para 5.11.7 recognizes the potential for aircraft accidents and loss of human life and considers bird hazards to aircraft a top priority. It is a safety issue that can lead to expensive structural and mechanical damage to the aircrafts and loss of human life. This notice is not a request for competitive proposals. This service contract is necessary for Beale AFB, CA to satisfy mission accomplishment. The North American Industry Classification System (NAICS) code for this procurement is 561730 and the Standard Industrial Code (SIC) is 0782. The small business size standard is $7,500,000.00.
