- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this Special Notice is for informational purposes only. The U.S. Department of Agriculture, Forest Service, Acquisition Management, Incident Support Branch (AQM ISB) intends to award a sole source requirements contract to Shorts Brothers P.L.C. (doing business as Bombardier Aerospace) for Original Equipment Manufacturer (OEM) Support Services for U.S. Forest Service owned Short Brothers C23B+/SD3-60 Sherpa aircraft. This support includes the following: a. Technical Publication Subscriptions: This includes maintenance manuals, maintenance programs, structural repair manuals, illustrated parts catalog, information letters and service bulletins (including mandatory manufacturing bulletins), illustrated tool and equipment manuals, crew manuals (65/67 Engines), wiring diagram manuals, aircraft recovery manuals, drawings, aircraft flight manuals, and specimen flight manuals which are available only from the OEM. b. Maintenance Technical Support (To Include Development of Alternate Maintenance Programs) c. Engineering Data (To Include Aircraft Modifications) d. Engineering Technical Support (To Include Aircraft Modifications) e. Field Representative and Maintenance Support The statutory authority for this five year sole source procurement is 41 U.S.C. 3304(a)(1) (FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements) due to the fact that no other supplies or services other than those obtained from the Original Equipment Manufacturer, Shorts Brothers P.L.C doing business as Bombardier Aerospace, will satisfy Agency Requirements due to regulatory requirements. This notice of intent is NOT a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within 15 calendar days of publication of this notice shall be considered by the Government. All responses must be submitted to the Government primary point of contact at the contracting office address shown below. If no written responses are received after the publication of this notice the contract will be awarded without further notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
