- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures; and supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-83, dated July 2, 2015. Solicitation VA262-15-Q-1002 is issued as a Request for Quote (RFQ) and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award with a one (1) year period of performance. This RFQ will be issued under as an unrestricted procurement and under NAICS Code 611710 and size standard is $15 million. The Government is seeking a contract in support of the Geriatric Research, Education, and Clinical Center's (GRECC) Geriatric Scholars Program in accordance with the statement of work. The Contractor shall furnish all resources such as labor, materials, supplies, equipment and qualified personnel to perform the requested services. The Contractor shall also comply with all laws, policies, and/or regulations as required by local, state, and Federal agencies. Please see the attached statement of work for all pertinent information. Place of performances: VA Greater Los Angeles Medical Center (VAGLAHS), 11301 Wilshire Blvd, Los Angeles, CA 90073. Provisions 52.212-1, Instructions to Offerors - Commercial and 52.212-2, Evaluation - Commercial Items are applicable to this acquisition. Furthermore, Provision 52.212-2 is utilizing the Lowest Price Technically Acceptable (LPTA) on an Acceptable/Unacceptable evaluation process and award will be made to the offeror who conforms to the solicitation and represents best value to the Government. EVALUATION CRITERIA: Factor 1 - Education/Experience: Offeror must submit a resume and/or educational degree that meets minimal requirement as outline in the statement of work (SOW) - Section 8 - EDUCATION/EXPERIENCE Factor 2 - Approach: Offeror must communicate their approach to satisfying the requirement as specified in the SOW. Offeror shall not simply restate the content within the SOW, but detail their specific approach. Factor 3 - Past Performance: Offeror shall submit three (3) relevant and current (within 3 years) projects demonstrating they have successfully performed the service required. All offers shall be sorted by price (lowest to highest) then each offer will be evaluated for technical acceptability. The evaluation will stop once three technically acceptable offers are evaluated. Award will be made to the lowest priced offer of those three.
