- The U.S. Air Force Life Cycle Management Center (AFLCMC), Battle Management Directorate, Theater Battle Control Division at Hanscom AFB, MA, is requesting information from potential sources for a Small Form-Factor (SFF)/Transit-Cased (TC) “Transportable” Air Support Operations Center (ASOC) Gateway. This system will be referred to as the TACP Transportable Gateway (TTG) henceforth. The TTG is envisioned as a lightweight, transportable system combining Link-16, SATCOM and VHF/UHF communications. Responsible sources with experience in integrating tactical communications, command and control (C2), sensors, and other military equipment into transit cases are requested to respond. 1. Introduction The U.S. Air Force Life Cycle Management Center (AFLCMC), Battle Management Directorate, Theater Battle Control Division at Hanscom AFB, MA, is requesting information from potential sources for a Small Form-Factor (SFF)/Transit-Cased (TC) "Transportable" Air Support Operations Center (ASOC) Gateway. This system will be referred to as the TACP Transportable Gateway (TTG) henceforth. The TTG is envisioned as a lightweight, transportable system combining Link-16, SATCOM and VHF/UHF communications. Responsible sources with experience in integrating tactical communications, command and control (C2), sensors, and other military equipment into transit cases are requested to respond. NOTE: "Transportable" is defined as being able to be transported in no more than two hard-sided cases, not inclusive of antenna masts. The system should also be able to be transported in one High Mobility Multipurpose Wheeled Vehicle (HMMWV). In addition to this request for information, the Theater Battle Control Division is also requesting a familiarization & demonstration event from potential sources. This familiarization and demonstration will occur at MITRE laboratories in Bedford, MA at a time agreed upon by both the Battle Control Division and the contractor. The TTG is intended to support ASOC functions aligned with Army Tactical Operations Centers (TOCs). The TTG shall also be suitable for fielding with Brigade TACPs when deployed with Army Brigade Combat Teams for smaller contingency operations. The TTG shall provide better operational availability than current ASOC gateways. In addition, the integration of new radio technology into a small, lightweight, and less expensive system that provides robust access to Link 16, SATCOM and SADL networks at the Division ASOC and Brigade TACP echelons will deliver TACPs at the tactical edge of the battlefield improved battlespace awareness capabilities and Line-of-Sight (LOS), near real-time data communications with Link-16 and SADL-equipped aircraft for Digitally-Aided Close Air Support (DACAS) operations. This capability reduces transposition errors when using voice communications to provide target data, reducing the probability of fratricide and / or collateral damage. NOTE: This synopsis is for market research and planning purposes only and does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP). Its issuance does not restrict the Government as to the ultimate acquisition approach. 2. Objectives and Scope (Demonstration & Familiarization) The Government seeks to observe system performance and capabilities in the following areas: •a. Simultaneous connection to Link-16 and SATCOM networks •b. Communication over UHF 25kHz, 5KHz and dedicated SATCOM •c. Communication over EPLRS/SADL •d. Communication of BLOS over HF frequencies 3. Participation Requested The Government requests responsible sources to participate in the following: •a. A 3-4 week system familiarization/demonstration at MITRE laboratories in Bedford, MA. • i. Interested sources will deliver a functional system to the MITRE laboratory • ii. Contractor representative is requested to provide an overview of functionality/operation of system and answer any questions from MITRE and Theater Battle Control Division engineers. Expected timeframe for this is 2-3 working days for contractor in-person participation. • iii. MITRE and Theater Battle Control Division engineers will observe functionality/operation of the system by transmitting/receiving messages between system and government-furnished equipment (GFE). Expected timeframe is 3-4 weeks. Note: In-person contractor support is not required for this part of familiarization. • iv. MITRE will return full system to contractor at completion of familiarization/demonstration. Questions and answers shall be posted on the FedBizOpps.gov website if appropriate. 5. Disclaimer THIS SYNOPSIS IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE AIR FORCE TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. In accordance with FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The Government shall not pay for the information solicited or recognize any costs associated with the submission of responses. The purpose of the synopsis is to provide an opportunity for industry to enhance the success of any future procurement for these products. Any information obtained as a result of this synopsis is intended to be used by the Government on a non-attribution basis for program planning and acquisition strategy development. By submitting information in response to this synopsis, submitters consent to the release and dissemination of submitted information to any Government or non-Government entity to which the AFLCMC releases and disseminates the information for review. As such, to the extent that any information submitted in response to this synopsis is marked as, or construed to be proprietary or business-sensitive, submitters are hereby notified (a) about the potentiality that such information submitted may be disclosed to MITRE Corporation and Air Force A&AS contractors, and (b) that submission of information in response to this synopsis constitutes consent to such handling and disclosure of submitted information. This synopsis is being used to obtain information for planning purposes only and the Government does not presently intend to award a contract at this time. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
