- Description
- The US Geological Survey has a requirement for chartered helicopter services in an MD500 class helicopter at Three Mile Creek Services Camp, near Shirleyville, AK southwest of Anchorage. Department of Interior bureaus generally fulfill aviation requirements through one of several standing suites of contracts - there is a suite of IDIQ contracts called the 'on-call' contracts and a suite of BPAs called the 'aircraft rental agreements.' Requirements exceeding $25K are generally ordered through the on-call IDIQs. Bureaus seek competition by comparing available vendors on the OAS 'source list' and determining the best value for the project as defined, considering things such as location, availability, special use, and price. For this project, this comparison was done in early June 2015 and we issued on-call order G15PD00501 to Soloy Helicopters. Unfortunately, the underlying IDIQ contract is newly issued, effective 01 June 2015, and so the intended aircraft has not yet been inspected and carded for use under the on-call, though it is carded for use under the ARA. Therefore, we are canceling order G15PD00501 against the on-call and reissuing it as call G15PB00261 against the ARA. We have conducted another comparison of available aircraft and determined that Soloy still represents the best value. This has also become very short lead time, as this project is scheduled to begin 07/10/2015 (tomorrow), so this notice is issued as an informational notice only.
