- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD) in Norfolk, VA intends to negotiate on a sole source basis with The Mariners Museum, in accordance with the Federal Acquisition Regulations (FAR) 13.501(a) and the procedures identified therein, to provide Artifact Conservation services for the NOS/ONMS/USS Montior. The statutory authority permitting other than full and open competition is 41 USC 1901 as implemented by FAR subpart 13.501. The North America Industry Classification System (NAICS) code for this acquisition is 541690 - Other Scientific and Technical Consulting Services, which has a business size standard of $15,000,000.00 in average annual revenue. This is not a solicitation for competitive offers. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 11:00 a.m. Eastern Standard Time (EST), July 31, 2015 to be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Capability statements and related materials must be e-mailed to Jennifer.parsons@noaa.gov by 11:00 a.m. EST, July 23, 2015.
