- Purpose : This request for information (RFI) is for informational purposes only. Responses will not be returned and the Government is under no obligation to contact respondents or award a contract as a result of this announcement. This RFI is issued for the purpose of conducting market research for the Missile Defense Agency (MDA). This market research will assist the MDA with identifying interested and capable sources in the key technology areas (listed below) with the goal of sponsoring independent research and development (IR&D) projects. The MDA will review the capabilities of respondents and select qualified candidates, on an as needed basis, for follow-on discussions about specific research. Key technology areas may be updated over time and this RFI reissued to identify new sources. MDA is looking for companies with capabilities in the following key technologies: • Novel concepts applicable to the Ballistic Missile Defense System (BMDS) including both traditional and non-traditional technologies such as: o Sensors, o Discrimination, o Miniaturization, o Lightweight technologies, o Satellites, • Modeling and simulation depicting the benefits of the novel concept/technology. Background : The Missile Defense Agency (MDA) is responsible for developing a BMDS and integrating land, sea, air, and space-based assets to defend the United States, friends and allies, and deployed forces from ballistic missile attack. The MDA is soliciting this information to identify companies with technology capabilities that could enhance the BMDS effectiveness against evolving threats. MDA is primarily interested in: 1) relatively mature technologies that may be applied in novel or unique ways to field a fundamentally different type of system capability, 2) emerging technologies that can be rapidly matured to offer new military capability, or 3) technologies under development for, or being applied in, non-defense applications which can be repurposed to offer a new capability. Participants : This invitation is open to all industry participants, including large and small businesses. Industry partnering with a federally funded research and development center or university affiliated research center is acceptable. Proprietary information : If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). Respondents are responsible for adequately marking propriety information contained in their response. The Government anticipates using third party, non-Government (i.e., contractor) support personnel to review responses, including the review of any marked or unmarked proprietary information provided. By submitting a response to this RFI, respondents acknowledge and agree that the information provided in the response, including any marked or unmarked proprietary information, may be disclosed to these third party, non-Government support personnel. Disclaimer : This announcement is an expression of interest only and does not obligate the Government in any way. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties' expense. Response is voluntary and will not impact future acquisitions. Capability Statement : If your organization has the capability and interest in any of the key technology areas listed above, please provide a tailored capability statement that addresses what key technology areas you are interested in performing and the associated capabilities of your company in those areas. For companies with an active IR&D program, include a listing of current research areas, points of contact and synopsis of programs that fall into the key technology areas above. Responses should be submitted in Adobe PDF format and limited to fifteen pages. Each response should also include the following business information: • CAGE Code and DUNS number; • Organization Name; • Company Address; • Point of Contact (including name, title, addresses, telephone number, fax number and Email address); • Business size pursuant to the applicable NAICS code(s) corresponding to your primary business activities; • Socio-economic status pursuant to the applicable NAICS code(s) corresponding to your primary business activities (e.g., 8(a), HUBZone, VOSB, SDVOSB, WOSB, or SDB); and Partnering or Teaming Agreements (if applicable). Capability statements should be submitted electronically to: IR&D.capabilites@mda.mil. Responses are requested on or before 4:00 PM EDT July 31, 2015. Responses received after the due date may not be included with our internal review. Submit unclassified technical questions about this RFI to IR&D.capabilites@mda.mil. All questions shall be in writing and received no later than July 16, 2015. Government responses will be posted to FedBizOpps.gov.
