Description
The U.S. Department of Commerce, NOAA, Eastern Acquisition Division-Kansas City (EAD-KC) and the Aircraft Operation Center (AOC), MacDill AFB, FL intend to award a purchase order to Droplet Measurement Technologies, Inc (DMT) to provide Particle Analysis and Display System (PADS) upgrade from Version 2.8 to Version 3.0 of two systems supporting Precipitation Imaging Probe (PIP), Cloud Combination Probe (CCP), Cloud and Aerosol Spectrometer (CAS) and Plan Benefit Package (PbP) modules. Acquisition of an Airborne Data Acquisition System including PADS Version 3.0, rack mount data system with rack mount monitor and keyboard supporting PIP, CCP, CAS and PbP modules. DMT is the manufacturer of the Precipitation Imaging Probe (PIP), of the Cloud Combination Probe (CCP), and of the Cloud and Aerosol Spectrometer (CAS). DMT is the designer of the Particle Analysis and Display System (PADS) used in the Data Acquisition System for the PIP, CCP, and CAS instruments. DMT holds the patents and all proprietary engineering and manufacturing documents. NOAA/AOC, cloud physics instrumentation is part of the standard aircraft scientific equipment and it is necessary to maintain these instruments for the quality of data acquisition required for incoming scientific projects. DMT is the only company the Government knows that provides this type of service that will met the Government's need. The NAICS code for this requirement is 334519. The proposed contract action is for services for which the government intends to solicit and negotiate with only one source under FAR 13.106-(b)(2). Interested persons may identify their interest and capability to respond to the requirements or submit proposals. This sources sought is not a request for competitive proposals. However, all proposals received by closing date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and to provide the service. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in this announcement.
