- Currently this project is listed under the "Authority to Advertise" program. There is no guarantee funds will become available. "Notice to Offerors: Funds are not presently available for this project and no award will be made under this solicitation until funds are available. Bid acceptance period should be valid through 30 Sep 15. Due to budget uncertainty, the government reserves the right to cancel this solicitation, either on or before 30 Sep 15, with no obligation to the offeror by the government." This synopsis is for the construction of the Alteration and Repair of 2 SOS, building 90131, on Hurlburt Field, FL. The contractor shall furnish all labor, materials, tools, supervision, and equipment to perform all operations necessary to accomplish all work as shown on the drawings and specifications. The general work includes, but not limited to, the following principal features: (1) Erection of secured chain-link fence enclosure in new work MGCS Area A46, and utility connections provided for the Government to relocate mobile equipment from building 90131 existing Secured Area A1 to the new MGCS A46 Area; (2) Construction of approximately 3000 square feet of new interior areas, primarily of gypsum board/stud wall construction, raised computer access floor system, and expansion/addition to existing mechanical and electrical rooms; (3) Construction of a new exterior pre-engineered aluminum ramp/landing system and chain-link fenced free zone area; (4) The renovated area shall be provided with a chilled water system including air cooled chillers, pumps, piping, VAV air handlers, ductwork and controls to maintain space conditions. The majority of the air conditioning system will be provided with redundant components. The area renovated will include a server room that will be conditioned with redundant chilled water CRAC units. Hot water shall be provided from the existing facility boiler; (5) The electrical and communications work shall consist of two phases: (a) Phase 1 - Installation of communication and electrical for Government installation of Mobile GCS. (b) Phase 2 - Demolition of electrical devices within secured A1. Installation of communications, electrical devices and equipment, lighting, and fire alarm/mass notification to serve the new GCS and server room. The existing electrical service will be reused and redistributed to serve all new equipment. The entire facility will be on the existing emergency back-up generator. This acquisition will be set aside for Service Disabled Veteran Owned Small Business (SDVOSB) offerors only. The North American Industry Classification System (NAICS) code for this project is 236220 with a size standard of $36.5M. This contract will be awarded in accordance with FAR Part 15, Negotiated Procedures. The Government reserves the right to award a contract to other than the low proposed price. Performance period is 241 calendar days. The contract will be a single award, Firm-Fixed-Price type contract. Four (4) contract line item numbers (CLINs) will be incorporated into the contract. One (1) CLIN for the Alteration portion of 2 SOS, in accordance with (IAW) Drawings/Specifications; one (1) CLIN for the Repair portion of 2 SOS, IAW Drawings/Specifications; one (1) CLIN for Raised Flooring portion; one (1) CLIN for Communications portion. Estimated magnitude for the total project is between $1,000,000 and $5,000,000. Payment and performance bonds will be required within ten (10) days of contract award. The work is required in support of the 1st Special Operations Civil Engineer Squadron. The issuance date for this solicitation is projected to be on/about 31 July 2015. Prospective contractors must be registered in the System for Award Management (SAM) Database prior to award of a government contract. Offerors are further advised that failure to register in the SAM Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
