Description
Statement of Work The U.S. Department of Agriculture Animal Plant Health Inspection Services (APHIS), National Centers for Animal Health (NCAH) intends to award a firm fixed-price indefinite quantity commercial service contract for the Certification Maintenance and Repair of Class I Laminar Air Flow Biological Safety Cabinets (BSC), Class II BSC's, Class III BSC's, HEPA filtered small animal isolators and chemical fume hoods, for their facilities located at 1800 Dayton Avenue, 1920 Dayton Avenue, 2300 Dayton Avenue and 2110 University Blvd, Ames, IA 50010. 300 Biosafety Cabinets (Class 1, 2 and 3) and HEPA filtered small animal isolators. 60 fume hoods. Only individuals currently accredited by the National Sanitation Foundation (NSF) on NSF/ANSI Standard 49 Class II (Laminar Flow) Biosafety Cabinetry can be the certifier to calibrate and make repairs to these BSCs. One copy of the individual's NSF Accreditation Certificate needs to be submitted with quote. This will be a firm fixed priced indefinite quantity commercial service contract for a base year and 4 option years. Service to include any and all costs but not limited to: Overhead, general and administrative costs, profit, certification, transportation costs, required test equipment and calibration. The US Department of Labor Wage Determination WD-2005-2205, Revision 18, Dated 12/22/2014, for Story County, Iowa, where the work will be performed apply to this service and can be found at: http://www.wdol.gov/wdol/scafiles/std/05-2205.txt?v=18 In accordance with Agricultural Acquisition Regulation 452.237-73 Equipment Inspection Visit; Offerors are urged and expected to inspect the equipment on which maintenance or repairs are to be performed and to satisfy themselves regarding all conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the equipment constitute grounds for a claim after contract award. Offerors are invited to inspect the Class I Laminar Air Flow Biological Safety Cabinets (BSC), Class II BSC's, Class III BSC's, HEPA filtered small animal isolators and chemical fume hoods by contacting the following individuals for an appointment. In accordance with FAR 12.102; Contracting officers shall use the policies in this part in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 13, Simplified Acquisition, FAR Part 14 Sealed Bidding and/or Part 15, Contracting by Negotiation, as appropriate for this particular acquisition. Contracts for the acquisition of commercial items are subject to the policies in other parts of the FAR. When a policy in another part of the FAR is inconsistent with a policy in this part, this part 12 shall take precedence for the acquisition of commercial items.
