- Introduction & Requirement Summary: LCPM is a hardware centric contract which will enable PM TRADE and other organizations that utilize the Live Training Transformation (LT2) Product-line (P/L) to perform life-cycle management to include: obsolescence management, Continuous Technology Refreshment (CTR), technology insertion, concurrency, upgrade, and disposal of existing live training systems and fielding systems to sites that are not currently instrumented. As a result, the scope of the effort has evolved to include all PM TRADE systems to promote commonality and increase efficiency and effectiveness in executing PM TRADE's goals. With this evolution, the estimated ceiling of this effort has increased from $100M to $450M with a five (5) year ordering period. The LCPM contract will be responsible for the development and management of the LT2 Hardware P/L (HPL) in support of PM TRADE's goals of: Reducing operational cost & complexity Aligning & supporting product development (common standards, interfaces, etc.) Enhancing soldier training Reducing sustainment & development costs Increasing technology agility Leveraging other Army systems and Commercial Off the Shelf (COTS) technologies, and aligning to Army Common Operating Environment (COE), mobile computing, and distributed computing strategies The HPL will be created to provide a set of hardware components (mainly COTS and Government-Off-the-Shelf (GOTS)) and documentation data that will be used across multiple programs within the LT2 Family of Training Systems (FTS). The HPL will also be used to reduce the IT footprint of the existing fielded sites as PM TRADE migrates to Training as a Service (TaaS). Participation in the LT2 P/L is critical and defined as utilizing LT2 P/L core assets, governance, standards, processes, tools, and environments for the development, testing, and life-cycle support of systems and subsystems. These life-cycle efforts will include tasks such as trade studies, analysis and forecasting, data collection, design, development, impact assessment, information assurance, materiel procurement, integration, installation, testing, system training, documentation, logistics support, and disposal. This contract vehicle will support the LT2 FTS and the full range of live training requirements from individual training to collective training at unit home stations, Combat Training Centers (CTCs), CTC Military Operations on Urban Terrain (MOUT), Live Fire and Digital Ranges, and other training ranges throughout the world. These programs include but are not limited to: Digital Range Training Systems (DRTS), Integrated Military Operations on Urbanized Terrain (MOUT) Training Systems (I-MTS), Targetry Range Automated Control and Recording (TRACR), Homestation Instrumentation Training System (HITS), Joint Pacific Multinational Readiness Capability-Instrumentation System (JPMRC-IS), and Combat Training Center-Instrumentation System (CTC-IS) at the National Training Center (NTC), Joint Readiness Training Center (JRTC) and the Joint Multinational Readiness Center (JMRC). To accomplish the requirements and goals listed in the LCPM contract, the Government intends to issue multiple Statements of Work (SOWs). The draft SOWs are provided as attachments: Draft LCPM Base SOW Draft LCPM SOW 1 - Hardware Product-line Framework (HPLF) Draft LCPM SOW 2 - Hardware Product-line Instantiation (HPLI) Draft LCPM SOW 3 - Continuous Technology Refreshment for the I-MTS The draft LCPM Base SOW is intended to provide the overall scope of work that can be performed under this contract vehicle. No specific tasks are performed against this SOW as all future work is intended to be funded and performed under individual Delivery Orders (DOs). The draft LCPM SOW 1 - Hardware Product-line Framework (HPLF) is intended to represent the work associated with the usage and modification of the LT2 tools and processes required to manage the HPL. This work will run over the life of the contract and ensures that subsequent DOs utilize the HPL to meet their program's needs. The SOW for the HPLF will utilize/provide the tools necessary for the sharing of technical and logistics data with the Consolidated Product-line Management (CPM) Next, Warfighter Focus (WFF) and Army TADSS Maintenance Program (ATMP) efforts. The HPLF also involves the obsolescence, Diminishing Manufacturing Sources/Material Shortages (DMS/MS), and failure rate analysis of the fielded systems to make certain the PM TRADE is aware of any potential issues and can proactively plan for CTR across its programs. The draft LCPM SOW 2 - Hardware Product-line Instantiation (HPLI) is intended to represent the effort to establish an initial HPL as nothing exists today for hardware. This HPLI will only look at a subset of training systems' requirements and fielded sites in order to establish a baseline set of hardware components that will make up the HPL. The HPL will be compromised of components (i.e. servers, racks, switches, cameras, player units, etc.) and hardware component agreements (HCAs) made up of mainly COTS and GOTs equipment. This is anticipated to be about a one to two year effort. The draft LCPM SOW 3 - Continuous Technology Refreshment for the Integrated - Military Operations on Urbanized Terrain Training Systems is intended to represent the effort associated with performing a technology refreshment of the instrumentation and subsystems at a location to be defined by the Government. This draft SOW is also intended to support the efforts being worked within the HPLI and HPLF and support the development of the HPL as part of the development. This will involve the requirements analysis, for selection of hardware components to be refreshed, procuring, integrating, testing, fielding, training and documenting of the upgraded system. The contractor will also be developing the HCAs for all of the components that are utilized as part of this effort. The HCAs include the requirements being met by the component, the component's dependencies, the documentation to operate and sustain the component, and other information associated with the component. The LCPM contract will evolve the LT2 P/L to incorporate a HPL and provide hardware Total Life Cycle System Management to those programs that utilize the LT2 P/L. The LCPM contract will continue to meet the requirement for a consolidated streamlined approach that protects and leverages the Army's LT2 P/L investment, continues the development and evolution of the LT2 products/systems, core assets, architectural frameworks, and the LCPM P/L Construct, while continuing to provide PM TRADE an efficient, effective, and agile method to accomplish: Development, integration, testing, management, maintenance, and evolution of the LCPM HPL in concert with the LT2 P/L (products, systems, Systems of Systems (SoS) capabilities, architectures, processes, and core assets). Total life-cycle system management and P/L support. System baseline capture, documentation and updates to the LT2 P/L. Architectural and system development, and core asset evolution in support of external interoperability initiatives such as Live, Virtual, Constructive - Integrated Training Environment (LVC-ITE), Contemporary Operating Environment (COE), Joint services initiatives, and other LT2 users as required within the LT2 P/L. LCPM is the contractual framework by which PM TRADE will execute control of a system's life cycle within a System of Systems (SoS) environment to maximize the commonality, reuse and interoperability of the system, while maintaining integrity of the product lines from which it is based. LCPM will continue to evolve the deliberate process for managing the development, production, and sustainment of PM TRADE products. It enables using organizations to maintain visibility and control of the configuration of those systems, and SoS integration for which they are responsible throughout the total system life cycle. Acquisition Strategy Planning Information: Draft LCPM Statements of Work (SOWs): The four draft SOWs identified above are provided with this announcement. Please utilize these draft SOWs when developing your responses to this sources sought notice. Contract Vehicle: LCPM contemplated contract approach is a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract. Contract Type: DO contract types under the LCPM overarching contract are anticipated to be consistent with the previous PM TRADE contracts - multiple types that provide flexibility and agility to the using program offices that want to garner the benefits of the LT2 processes in place for cost avoidance and conformance to Army live training standards. Contract Ceiling: It is anticipated that LCPM contract ceiling will be approximately $450M. Acquisition Time Estimates: Responses to the Sources Sought Information are due by 1600 EDT, July 31, 2015 Draft RFP Release 2nd quarter FY16 RFP Release 2nd quarter FY16 Proposals Due 30 days after RFP release Contract Award - Approx. 1st Qtr. 2017 Information Paper Instructions: As part of Government market research, PM TRADE is looking for ideas, strategies and solutions to enable the development and implementation of a LT2 HPL across the LT2 FTS to achieve the PM TRADE Strategic Business Goals, listed above. The project team requests interested contractors provide up to a 12 page product technical summary of existing capabilities and address each of the nine topics listed below: 1)Specifically address strategies and solutions related to the development and management of a HPL across the LT2 FTS, synchronization with the software P/L (Common Training Instrumentation Architecture), usage of the LT2 processes and governance, and interactions with the PEO STRI sustainment contractors (currently Warfighter Focus and future Army TADSS Maintenance Program (ATMP)) in support of the LCPM contract. 2)Describe your company's capabilities, experience and understanding of the LT2 Family of Training Systems (DRTS, HITS, I-MTS, CTCs, MOUT, etc.), the LT2 P/L and the LT2 governance processes. Please elaborate on how your experience will help in establishing and implementing the LT2 HPL across these programs and enable you to begin development and implementation immediately after contract award. 3)It is anticipated that the Government's requirements may necessitate the contractor to perform multiple efforts (i.e. technology refreshments) for multiple programs occurring at numerous sites shortly after contract award. Describe your company's capability to resource and perform multiple technology refreshments concurrently while developing and maintaining the HPL. 4)Describe your company's experience with developing and utilizing a hardware test bed environment. Include whether this was an internal development environment or a Government owned facility. Also describe your experience with integrating an existing software baseline with new hardware configurations and software modifications you have developed. Discuss your ideas for how the Government should stand-up a HPL testbed. Should the LCPM contractor utilize a joint environment with the CPM contractor in the Integration and Development Environment (IDE), have a separate facility in a Government furnished lab, or utilize the LCPM contractor's lab space? Please provide rationale and/or pros and cons. 5)Describe your companies experience as it relates to reducing life cycle costs through maintainability improvements, failure rate analyses, performing reliability predictions, and improving system availability. 6)Describe your company's experience as it relates to the development, modifications and maintenance of engineering and logistics contract requirement products used for operating and maintaining live training TADSS or similar equipment. Describe your ability to perform and document Technical Data Package (TDP) development and updates (Drawings, Operator's User Manual, System Maintenance Manual and Training Materials, Special Tools and Test Equipment list). 7)Describe any innovative processes or strategies that your company has implemented that could lower product costs, improved usability and quality and improve product development timelines. 8)Describe your company's experience with establishing a multi-discipline team managing multiple Delivery Orders and experience with innovative contractual methodologies as incentives to reduce Government costs associated with the contract. 9)On your cover sheet, please clearly indicate the following: a.Company size (large or small business including any socio-economic status) related to proposed NAICS code below b.Whether you are a STOC II IDIQ contractor and if so, what Lot(s) c.Your interest in LCPM (Prime or Subcontractor) d.Point of contact information to include name, phone # and email should the Government have any questions. 10)To assist in determining acquisition strategy, the following information is requested. a. NAICS Code: The current NAICS codes under consideration are 333318 with business size 1000 employees and 334290 with a business size of 750. We are looking for feedback as to how the code will affect business decisions, and suggestions, if appropriate. Based on your understanding of the requirement please provide any other suggested NAICS codes. b.Contract Type and Vehicle: At this time we contemplate a single award IDIQ contract; however, no specific contract type or vehicle has been decided upon. We welcome input as to the most appropriate type(s) and vehicle. Please identify pros and cons as you see them. c.Interested Large Business Prime Contractors: Identify what portion of the requirements you would satisfy in house and what portion and capabilities/components could be subcontracted to small businesses. d.Interested Small Business Prime Contractors: Identify what portion of the requirements you would satisfy in house and what portion and capabilities/components would be subcontracted. Please describe how teaming to meet the overall requirements (if required) would be accomplished. e.Small Businesses Interested in Subcontracting: Small Business is encouraged to provide partial responses in order to assist the Government during this market research phase. Please be specific in identifying your firm's capabilities that support any of areas above you are interested. Also in order for the Government to encourage teaming interested small businesses are requested to provide POC information that can be posted for industry. f.Key Factors/Discriminators: In line with the eight numbered paragraphs listed in the quote mark Information Paper Instructions quote mark section of this Sources Sought document, discuss risk areas and discriminators that industry perceives as key to the LCPM contract's success and execution. All strategies should strive to protect and leverage the Army's LT2 P/L investment, while evolving core assets and the LCPM HPL tools and processes in concert with LT2 to ensure technology relevance across the P/L. The Government will be requiring a minimum of Government Purpose Rights on all software, documentation and hardware products. A web-based portal hosts a reference library and contains a multitude of information related to PM TRADE LT2. Specifically, the Government recommends bidders review the updated LT2 Operations Guide. The library is located at https://www.lt2portal.org. Companies electing to respond to this Sources Sought shall submit responses to Mr. Jason Holden, (407) 208-3312, jason.n.holden.civ@mail.mil, no later than 16:00 EDT, July 31, 2015. The Government encourages industry to share general and specific comments to improve the quality and clarity of the released draft documents as well as provide any recommendations related to the subject acquisition. As a part of the market research acquisition phase, individual discussions regarding a contractor's solution will not be shared with other contractors. Industry is reminded that the Government is not providing feedback or assessment regarding contractor's solutions.
