Pre-solicitation BBG50-15-S-00s11IBB Agency/Office: Broadcasting Board of Governors 330 Independence Avenue, SW Room 4360, \Section0024 Director, Office of Contracts Location: Office of Contracts (CON) Title: IBB CNMI TRANSMITTING SITE Description(s): Synopsis: The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (M/CON), has an anticipated need for a contractor to inspect and replace structural guys for the Antenna Towers. Location: Transmitting stations are located in Saipan, and Tinian island in the Northern Marianas Islands. 1.1. The Contractor will be required to : preform visual corrosion inspections for all structural guys for 15 guyed towers(2 guyed towers' in Saipan and 13 guyed towers in Tinian). 1.2. Replace 22 corroded structural guys for tower 2, 3, 4 and 8 in Tinian. The new guys are Government Furnished Material (GFM) and they are stored in IBB Tinian Warehouse. (1) This is a Pre-solicitation Notice for non-commercial items prepared in accordance with FAR Subpart 15 as supplemented with additional information included in this notice. This Pre-solicitation Notice does not commit the Government to contract for any supply or service whatsoever. Further, the Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Pre-solicitation Notice. All costs associated with responding to this Pre-solicitation Notice will be solely at the responding party's expense. Responses to the Pre-solicitation Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Pre-solicitation Notice does not preclude participation in any future RFP, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (www.fbo.gov) site. (2) Pre-solicitation Notice Response Due Date: Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), will only entertain written communication; no verbal communions will be accepted. Please submit written information via e-mail to Adrienne R. Washington, Contracting Officer, at PROPOSALsubmission@bbg.gov Response must be received by BBG, no later than 24 July 2015, 2:00 p.m. Eastern time (Washington, DC time). (2.1) Pre-solicitation Response Contact: Respondents to this Pre-solicitation Notice shall designate a primary and one alternate point of contact within the company (Name, Address, Email, and Telephone). (3) The request for proposal (RFP) package will be available for downloading and viewing at Federal Business Opportunities (FBO), http://www.fbo.gov on or about 7 August 2015. The RFP package will be available on the Internet only. There will be no hard copies of this solicitation issued. The solicitation, performance work statement, and any other subsequent attachments will not be provided in a printed paper format; however, the U.S. Government reserves the right to revert to a paper medium when it is determined to be in the U.S. Government's best interest (4) This procurement is being issued as a 100% small business set-aside. The North American Industry Classification Systems (NAICS) code for this acquisition is 423390, with a small business size standard of number of employees. (5) OFFERORS MUST BE REGISTERED WITH System for Award Management PRIOR TO CONTRACT AWARD. Offerors shall include a completed copy of the provision FAR 52.212-3 Offeror Representations and Certifications-Commercial Items which is completed by registering in the System for Award Management (SAM) Website at: https://www.sam.gov/portal/public/SAM/. Proposals must also include contractor's DUNS Number, prompt payment terms, and correct remittance address, if different from mailing address
