Description
This notice is a request for information (RFI) and is not a request for proposals (RFP). The government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released. In accordance with FAR 15.201(E), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service- disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. This Request for Information is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The Center for Information Technology (CIT) provides leadership to the NIH community in a variety of infrastructure services, applications development efforts and management of various NIH-wide systems including: (1) provides leadership for the determination of NIH computational and telecommunications needs at all levels and oversees the development of appropriate infrastructure support to meet identified needs; (2) develops, operates, and maintains a state of the art regional computer facility and provides overall guidance based on legislation and policy that is responsive to the NIH mission; (3) develops and provides NIH information technology (IT) policy to implement legislative mandates, such as those under the Clinger Cohen Act; presidential and other administration initiatives and policies; (4) provides leadership and focus within NIH for the development and implementation of policy and standards in the area of IT by identifying, documenting, and communicating IT issues, problems, and solutions to the NIH community in a comprehensive and meaningful way; (5) establishes and operates the necessary organization and infrastructure to assure appropriate security, connectivity, and inter operability across the NIH Institutes and Centers (ICs), off campus locations, and remote access; (6) collaborates on, and provides for, research activities in the computational biosciences and statistics; (7) develops, administers, and manages NIH systems, and provides consulting services to the ICs, in support of administrative and business applications; and (8) serves as a Federal Data Processing Center that provides administrative, biomedical, and statistical computing; data processing; and high performance computing facilities and integrated telecommunications data networks that serve the U.S. Department of Health and Human Services and other Federal agencies. CIT currently procures Dark Fiber and "LIT" Services to support over 40 off campus buildings in the Washington, DC and Baltimore, MD metropolitan areas and nation-wide sites. This Request for Information is too determine what is currently available in the current open marketplace to support the ever growing CIT managed network. CIT over the last few years has placed an extensive DWDM backbone to support this growing Network and is looking for partners to aid us in further growth of our 40 gigabit and 100 gigabit deployments. Monthly Re-occurring Costs for Dark Fiber, LIT Services and "DIM" Fiber solutions. Provide CIT the method on addressing the monthly rental of Dark Fiber, "Lit" and "DIM" connectivity utilizing a flat fee fixed system. Please provide sample price schedules for 5 year and 7 year terms. Washington, DC Metropolitan Area Connectivity regarding construction of Dark Fiber. Monthly reoccurring costs can be budgeted for by CIT, the major difficulty in procuring Dark Fiber is the unknown nature of construction costs and installation durations. CIT would like to see your organizations solution for addressing the "non-reoccurring" costs utilizing a flat fee system, and duration times for construction with TSP designation compliance with redundancy and diversity as a priority. Dark Fiber requesting, documentation, testing and hand-off protocols. Provide to CIT your organization's method of procedure for: requesting, testing protocols for circuit provisioning, hand-off of the services and a sample of the documentation that would be provided as a deliverable. Addressing outside of the Washington, DC Metropolitan Area for LIT Services and "DIM" Fiber solutions. CIT would like to see your solution as to providing like services, LIT services via standard Ethernet protocols; this would include bandwidths, construction costs, durations, and maintenance. CIT would like to see this solution utilizing "DIM" fiber as an alternative connectivity utilizing "CISCO ONS 15454 DWDM with a maximum back reflection of 50 dB". We are seeking solutions that provide no less than.4dB/km @ 1310nm and.3dB/km @ 1550nm The locations below are currently addressed via "LIT" services via various vendors. Rocky Mountain Labs, Hamilton, MT Framingham, MA RTP, NC Phoenix, AZ Albuquerque, NM Baltimore, MD Kansas City, MO Los Angeles, CA Atlanta, GA Planned and non-planned outages of Dark Fiber, LIT Services and "DIM" Fiber solutions. Please provide to CIT your organization's method of reporting of planned and non-planned outages and any special facilities, etc. for dealing with these. Please provide a sample of your "Methods of Procedure" for planned outages. NIH is looking for a 99.95% overall uptime with TSP designation compliance. Other Important Considerations The proposed acquisition will be procured in accordance with the policies and procedures under FAR 13-Simplified Acquisition Procedures. All responsible sources may submit a capability statement / quotation which will be considered by the National Library of Medicine. This RFI Notice is not a Request for Quotes (RFQ), nor is an RFQ available. Interested firms responding to this RFI Notice must adhere to the following: (a) Provide a capability statement and/or quotation demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement and/or quotation should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The capability statement and/or quotation must identify the responder's: small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) Contract vehicle information if you believe can be used on a GWAC to obtain these services. (d) All capability statements must be submitted electronically no later than 12:00pm eastern standard time on Monday,XXX-XXX-XXX. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
