- Request For Proposal CSOSA-15-R-0154 This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102(g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The Solicitation Number is CSOSA-15-R-0154 and is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-76. The acquisition is being procured using full and open competition. The North American Industrial Classification System (NAICS) code 561311 - Employment Placement Agencies and the small business size standard is $7.0 million. This procurement is unrestricted, allowing both large and small business to submit offers. In support of the Court Services and Offender Supervision Agency (CSOSA) mission, CSOSA requires the services of a contractor to provide support to the Agency in the areas of job development, employment and job retention for the reintegration of clients in the Washington, D.C. Metropolitan Area. CSOSA maintains various agency field office sites within Washington, D.C. CSOSA intends to award one Firm Fixed Price with Incentives/Disincentives to the offeror that represents the best value to the government. The period of performance shall be four years (base year plus three (3) one-year option periods) from date of award. It is anticipated that award will be made on or about 30 September 2015. Offerors are invited to submit offers to CSOSA in response to this notice by 12:00 pm (Noon) Eastern Time, Thursday, August 13, 2015. Questions must be submitted not later than Thursday, July 16, 2015 by 12:00 pm (Noon) Eastern Time. Note: communications with other officials may compromise the competitiveness of this acquisition and result in the cancelation of the requirement. Vendors not registered in the System for Award Management (SAM) database at the time the requirement is to be awarded will not be considered. Vendors may register in SAM by accessing www.sam.gov.
