Description
1. The purpose of this source sought notice is to conduct Additional Market Survey to define 1) the best contract type, 2) pricing structure and 3) identify any additional information in the PWS (attachment 1) is necessary for the vendors to estimate the price. Background: Initial market survey questionnaire was posted the sources sought notice with draft solicitation number FA5209-14-ATR-YOKOTA to FBO on 2 Sep 2013. However Government determine further market research is necessary to communicate with industry in advance, receive feedback from the industry, identify interested vendors to foster competition, and use the information gained from this notice to further define the requirements of the expected solicitation in a way which benefits both the Government and the contractor. Requirement: Training Relocation Program Management Support Located Within United States Forces Japan, that requires the contractor shall provide all personnel, expertise in exercise/training planning support, supervision, and services necessary to support logistics planning and execution of JCS, Major Command (MAJCOM), Headquarters (HQ), Component exercises, and ULT in support of the USFJ training relocation program, to include coordinating Acquisition Crose Servicing Agreement (ACSA) requests. The contractor is required to provide support at the locations identified in this attached Draft PWS. The contractor shall coordinate, communicate, and serve as USFJ Training Relocation Program Office point of contact with other training relocation offices and activities, to include the Government of Japan (GOJ), PACOM, HQ USFJ, and other COMPONENTS agencies that have a role in training relocation. Additional Information posted 9 Jul 2015 (Japan Time) The purpose of the amendment to this source sought notice is to provide prospective vendors a meeting opportunity with Government representatives. The Government will explain the Government's requirement to the prospective offerors and answer vendor's questions. Contact Details. Meetings will be conducted on an as requested basis, for the period 20 Jul thru 14 Aug 2015. Date and time of the meeting will be mutually determined by both parties. To set up a meeting, vendors shall submit name of attendees to Ms. Naomi Chiba, Contract Specialist, a week prior to the meeting date. Questions. Vendors are requested to submit any questions to the Contract Specialist noted above not later than one (1) week prior to the meeting. Information will be provided at this meeting for prospective vendors is based on the draft PWS posted at FBO on 28 May 2015; therefore it does not qualify the terms and conditions of the upcoming solicitation. It is the offeror's responsibility to check the firm final PWS, once the solicitation is released, to ensure the terms and conditions of this requirement. Escort to Gain Access to Yokota Air Base. Vendors are cautioned that Yokota Air Base has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. For those vendors who are not base pass holders and require an escort to gain access on an U.S. installation for participation of the meeting, the vendors must possess an individual identification with a photo. Cost Incurred for a Meeting. Vendors shall incur any costs for them traveling to Yokota Air Base for a meeting. Location of Meeting.
