- The Food and Drug Administration, Office of Acquisition and Grant Services, intends to award a sole source contract to Thermo Electron North America LLC with a base year service agreement and 4, one year option year agreements for the Thermo Fisher Scientific brand Ion Mass Spectrometers and associated items located at our facility in Silver Spring, Maryland. The proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under FAR authority FAR 6.302-1. "Only one responsible source and no other supplies and services with satisfy agency requirements." The current Thermo Electron North America LLC service maintenance agreement contract for these instruments ends on 8/09/2015. The FDA is in need to continue the service maintenance on these instruments. The legal entity for the Thermo Fisher Scientific brand instrument is Thermo Electron North America LLC. Thermo Electron North America LLC is the only company with access to performance verified component parts, spare parts, software, technical support, upgrades, and engineering resources to maintain the original specification of these items. The company's Field Service Engineers are the only certified and factory trained engineers available to service these instruments. There are no resellers. This notice of intent is not a request for competitive proposals and no solicitation is currently available. However, all responsible sources may submit a capability statement, proposal or quotation within fifteen (15) days of the publication notice, which shall be considered by the agency. Submit such responses shall be submitted to the Food and Drug Administration, via email, to the point of contact, Howard S. Yablon, howard.yablon@fda.hhs.gov.
