- Sources Sought Synopsis: W912P6-15-S-0009 By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of capable firms that are engaged in providing the services described hereunder for three of the Chicago District's Section 219 Projects in Gary, IN; Crown Point, IN and Hobart, IN. The responses to this Notice will be used for planning purposes for upcoming procurements. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP or Invitation for Bid; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. The applicable NAICS Code is 237110 - Water and Sewer Line and Related Structures Construction with a small business size standard of $36.M. GOVERNMENT REQUIREMENTS: Should the District release solicitations for the aforementioned projects, the work will entail the following for each respective contract: PROJECT 1 - GARY, INDIANA (Gary Sanitary Flow Improvements) : Construction of a new diversion structure from the existing 5' by 6' box sewer. A new 60" pipe will connect the diversion structure to a newly constructed drop shaft, leading to an existing pipe and pump station. The estimated magnitude of cost is between $500K and $1M. PROJECT 2 - CROWN POINT, INDIANA (Sewer Lining ): Lining of approx. 7,400 linear feet of existing sanitary sewer lines and inspection of numerous manholes in the area and relined as needed. The estimated magnitude of cost is between $1M and $5M. PROJECT 3 - HOBART, INDIANA : Installation of sewer and main water lines in the City of Hobart, IN, that will include approximately 5,300 linear feet of sanitary sewer lines, and approximately 2,725 feet of water main in 3 utility right -of way and easement locations within the city limits of Hobart, IN. In addition, manhole gate valves, service laterals, and fire hydrant assemblies in these areas are to be inspected and replaced if needed. Estimated magnitude of cost is between $1M and $5M. SCOPE OF CAPABILITIES : The U.S. Army Corps of Engineers - Chicago District requests capability statements from all qualified and interested Small Business (SB) Firms, Certified 8(a) Firms, Certified Historically Underutilized Business Zone (HubZone) Firms, and Service-Disabled Veteran-Owned Small Businesses (SDVOSB). USACE is searching for contractors that are capable of meeting all of the above requirements described in the aforementioned projects. REQUESTED INFORMATION : This notice is being used to assess the extent of firms capable of fulfilling the government's requirements. This Agency requests that interested contractors complete the following questions to assist the government in its efforts. 1. Firm's name and BUSINESS SIZE, address, point of contact, phone number, and e-mail address. 2. Firm's interest in providing a proposal/bid in response to the solicitation when it is issued. 3. Which PROJECT(s) you would be interested in bidding if solicited? 4. Is your company currently registered with the System for Award Management (SAM) formerly known as the Central Contractor's Registration (CCR) Database? If not, has it been registered or does it plan to register? 5. In consideration of NAICS code 237110, with a small business size standard in dollars of $36.5 Million, which of the following small business categories is your business classified under, if any? Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. 6. Is your company currently prohibited from doing business with the Federal Government? Yes / No (If yes, explain.) 7. Is the potential offeror capable of obtaining performance and payment bonds for a project valued between $1M and $5M? 8. Is the potential offeror a small-business interested in performing as a subcontractor? 9. Does the potential offeror have experience in the work described for this project? If so, how many years? 10. Provide at least 2 (two) examples of similar projects that your firm has worked on within the same cost magnitude and complexity of the projects described above. Be sure to provide the project title; length of project; complexities, and dollar value of the project. SUBMISSION OF RESPONSES : Interested offerors shall respond to the Sources Sought Synopsis no later than July 15, 2015 at 1:00 PM (CST). All interested contractors must be registered in the System for Award Management (SAM) to be eligible for award of Government contracts.
