- The following is a Sources Sought announcement to seek market research information on businesses with capability of providing the services described in the below scope of work. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SOURCES SOUGHT. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow up information requests. This notice is a market research tool used for planning purposes only to determine the availability of capable contractors able to do the following: Indefinite Delivery AE Contract in support of the Combined Arms Center Campus, Fort Leavenworth, KS. The anticipated contract, when solicited, will be procured in accordance with the Brooks Architect-Engineer Act as implemented in FAR subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for all of the required work. The primary purpose of this AE contract is to support the planning, design, and construction of the phased renovation of building 52 (headquarters building) and related buildings within the Combined Arms Center (CAC) campus (10, 50, 100, 102 and 119) and associated site work. The project is tentatively planned for construction to occur in 5-7 phases starting in late FY16. Initial task orders may be for charettes, studies (historic material and structural) and preparation of phasing plans followed by phased design. These are all historic buildings located within the Fort Leavenworth Landmark Historic District. Task orders could also be issued for design or studies for other projects (including non-historic, new construction, etc.) within the Kansas City District area of responsibility. One indefinite delivery contract (IDC) will be negotiated and awarded, with an ordering period of five years. The total value of all task orders issued under this contract will not exceed $9,500,000. Work will be issued by negotiated firm-fixed-price task orders. Award of the contract is anticipated in late FY15. The work may include the preparation of special reports, studies, development of design criteria for performance contracts, and/or design of construction documents as needed. The task orders may include site investigation, geotechnical reports, topographic surveys, planning and design charettes, preparation of contract drawings, technical specifications, comprehensive interior design, design analyses, life cycle cost analyses, and cost estimating. Electronic security system design, anti-terrorism/force protection design, progressive collapse, blast modeling and analysis, network engineering, sustainable design documentation and historic building documentation including preparation of drawings, photos and written reports may be required. Basic and enhanced commissioning, as well as performing as the commissioning agent, may also be required. Construction phase services, including shop drawing review, design during construction, site visits, etc., may be included in task orders. Building Information Modeling (BIM) technologies, CADD and GIS may be required. Microstation or AutoCAD format deliverable BIM must be compliant with the latest version of the Industry Foundation Classes (IFC) as established by the International Alliance for Interoperability (IAI). Specific needs will be determined based upon project requirements as described in each task order. Project assignments will typically require performance in an office setting and on-site. The North American Industrial Classification System (NAICS) code for this procurement is 541330 (Engineering Services), which has a small business size standard of $15,000,000.00 in average annual receipts. The Small Business size standard for this code is $15,000,000.00. To be considered a Small Business under this NAICS codes, the respondent's average revenue for the last three fiscal years cannot be more than $15,000,000.00. If the respondent's average revenue for the last three fiscal years is over $15,000,000.00 the respondent is not considered a Small Business. If the contract is set-aside for Small Business, FAR 52.219-14, Limitation on Subcontracting, will be included in the contract. This clause requires that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. ADDITIONAL PROJECT INFORMATION Prior experience in the following areas is required: * Design of major renovation and restoration of historic facilities (preparation of 100% design documents). Experience shall include architectural, structural, mechanical and electrical upgrades as well as successful LEED documentation. * Experience with the Kansas State Historic Preservation Office related to preparation of design documents for federally funded historic building renovation projects. * Structural upgrades of historic masonry buildings for progressive collapse and seismic upgrades to comply with Unified Facilities Criteria and building codes. Description of at least ( 2) two similar projects completed by your company as a prime Contractor within the past five (5) years, including as much of the following information as possible: (a) dollar amount of the contract; (b) brief description of the technical requirements of that project; (c) a description of the work that was self-performed; (d) indication of how long the services took to complete from start to finish; (e) name, address, point of contact and phone number of customer organization for which the work was done. 2. Firm's small business category and business size: Large Business, Small Business, (Section 8(a), Historically Underutilized Business Zones (Hub-Zone), Women Owned, Service Disabled Veteran Owned (SDVOSB), etc. 3. Firm's Joint Venture information, if applicable-existing and potential The response must be specific to the qualifications listed above to show that the respondent meets the requirements and possesses the necessary skills and experience. If a response does not show that the respondent meets the qualifications and/or does not possess the necessary skills and experience, the respondent will not be considered by the Government. Again this is not a request for proposal or quotation; there is no solicitation available at this time. A determination by the Government to proceed with the acquisition as a set-aside for 8(a) program, HUBZone, Small Business, etc. or unrestricted is within the discretion of the Government.
